中文摘要: | 随着数字科技的飞速发展,公共服务数字化转型不断深化。在党中央对数字化转型提出更高要求的今天,作为主要负责人,政府部门数字化转型相关业务的领导需要更好地去扮演组织、管理和决策的角色,通过自身素养和能力的提升来提升政府的数字化治理能力和水平,从而带动数字产业和数字经济的发展。目前,政府数字化治理水平与实际发展需要还存在较大差距,干部队伍数字意识和数字素养有待提升。因此,构建一套适用于政府部门领导数字素养的指标体系,特别是面向政府部门主管或负责数字业务的领导,不仅有利于部门数字治理水平的提升,促进政府部门业务的数字化转型,而且能够帮助相关的公职人员规划自身数字素养提升的方向,为选拔人才和教育培训提供依据。 基于此,本文以胜任力和数字领导力理论为理论基础,基于DigComp2.2、DLGF等数字素养框架,首先使用政策分析法对数字政府、数字素养、数字安全、数字经济、数字产业、数字文化、数字农村等相关数字化政策和文件进行了研究,从中提取可用于本文研究对象的指标。其次,使用文献分析法,对现有的数字素养、数字素养框架和数字领导力等相关文献进行研究,从中提取可用的指标,并确定指标的基础框架。随后利用访谈分析法,选取了十位政务信息化、行政业务等领域的专家,进行了第一轮深度的访谈,根据专家的意见,提取并新增了相关的指标。而后,在两轮的专家调研中,针对初步确定的模型进行多次修正,确立了全部评价指标。最后,运用专家调查法和层次分析法,对指标体系权重进行确立,最终创建的评价体系包含信息和数据获取、学习、数字知识、数字内容创建、交流与协作、媒体素养、数字安全、政策素养、变革创新等9个一级指标、26个二级指标。 最后,本文根据现有文献和构建的政府部门数字化业务领导数字素养指标体系,设计了针对政府部门数字化业务领导的30道数字素养自评估问题,并对目前政府部门数字化业务领导和普通公务员在数字素养上的现状和差异进行了调研评估,发现存在的问题并提出相应的对策和建议,研究结果可以帮助数字化业务领导和普通公务员进行数字素养的自我规划和自我提升。 | |
英文摘要: | With the rapid development of digital technology, the digital transformation of public services is deepening. Today, when the Party Central Committee has put forward higher requirements for digital transformation, as the main person in charge, the leaders in charge of business related to the digital transformation of government departments need to better play the role of organization, management and decision-making, and improve the government's digital governance capacity and level through the enhancement of their own qualifications and capabilities, so as to drive the development of digital industry and digital economy. At present, there is still a big gap between the digital level of government governance and the requirements of national governance modernization, and the digital awareness and digital literacy of the cadres need to be improved. Therefore, the construction of a set of indicator system applicable to the digital literacy of government department leaders, especially for leaders in charge of or responsible for digital business in government departments, is not only conducive to the improvement of the level of departmental digital governance and the promotion of the digital transformation of government departmental business, but also can help the relevant public officials to plan the direction of their own digital literacy enhancement, and provide a basis for the selection of talents and education and training. Based on this, this paper takes competency and digital leadership theory as its theoretical foundation, and based on DigComp2.2, DLGF and other digital literacy frameworks, firstly, using the policy analysis method, the relevant digital policies and documents on digital government, digital literacy, digital security, digital economy, digital industry, digital culture, digital rural areas and other related digitalization policies and documents are studied, from which the indicators that can be used for the object of study of this paper are extracted. Secondly, using the literature analysis method, the currently available literature related to digital literacy, digital literacy framework and digital leadership was studied, from which usable indicators were extracted and the basic framework of the indicators was determined. Subsequently, using the interview analysis method, ten experts in the fields of government informatization and administrative business were selected to conduct the first round of in-depth interviews, and the relevant indicators were extracted and added based on the experts' opinions. And then, in the second and third rounds of interviews and surveys, several amendments were made to the preliminary model to establish all the evaluation indicators. Finally, the expert survey method and hierarchical analysis method were used to establish the indicators’ weights, and finally the indicators system contains 9 first-level indicators and 26 second-level indicators for information and data access, learning, digital knowledge, digital content creation, communication and collaboration, media literacy, digital security, policy literacy, and change and innovation. Finally, based on the existing literature and the constructed digital literacy index system for digital business leaders in government departments, this paper designs 30 digital literacy self-assessment questions for public officials in government departments, and conducts research and assessment on the current situation and differences in digital literacy between digital business leaders and ordinary public officials in government departments, identifies existing problems and puts forward corresponding countermeasures and suggestions, and the results of the research can help digital business leaders and ordinary public officials to carry out self-planning and self-improvement of digital literacy. | |
