中文摘要:近年来,为了增强群众的获得感和满意感,我国开展了深入而广泛的改革,积极推动医保体制改革、卫生体制改革与药品流通体制改革联动,补短板,强弱项,使基层医疗卫生工作取得长足进步,医疗卫生机构健康“守门人”作用不断彰显。然而,不断变化的外部环境对基层医疗卫生机构的运营提出了挑战。如何在高质量发展的背景下,进一步提升服务能力、改进服务质量、提高运行效率,成为基层医疗卫生机构发展中的难题,而建立科学合理的绩效评价体系则成为关键。 本文选取X社区卫生服务中心作为案例,通过广泛研究文献、咨询专家、开展问卷调查等方法,对该中心的绩效评价开展研究。通过阐述X社区卫生服务中心的基本情况,体现其内外部环境及运营情况特点;并对X社区卫生服务中心现有绩效评价方式展开分析,暴露出当前基层医疗卫生机构绩效评价普遍存在的绩效评价制度缺失、存在收入导向、无法根据实际发展要求提出评价目标等问题。基于此种情况,本文提出使用平衡计分卡对基层医疗卫生机构开展绩效评价。通过平衡计分卡的原理进行研究,认为平衡计分卡的客户、内部流程、学习与成长、财务四个维度的绩效评价与以基层医疗卫生机构为代表的公共服务机构运营理念非常契合:既考虑了当前维持运营的财务因素,又从长远角度注重人才搭建及技术设备更新;既满足群众的医疗卫生服务需求,又要求从内部流程上对各项工作予以完善。因此本文对X社区卫生服务中心建立以平衡计分卡为核心的绩效评价体系,完善了各项绩效评价指标,对改进后的绩效评价体系实施效果展开研究。 人民生活水平的不断改善和老龄化速度的逐渐加快,都对基层医疗卫生机构的运营提出了更高要求,如何通过绩效评价引导机构的运营战略实施,显得尤为重要。当前,我国基层医疗卫生机构绩效评价体系普遍不太完善,本文结合案例,在充分考虑案例机构发展特点的基础上,提出使用平衡计分卡建立绩效评价体系,对其他社区卫生服务中心绩效管理体系构建提供了借鉴。 
英文摘要:In recent years, in order to enhance the sense of gain and satisfaction of the masses, China has carried out in-depth and extensive reforms, actively promoting the linkage between medical insurance system reform, health system reform, and drug distribution system reform, filling gaps, strengths and weaknesses, making significant progress in grassroots medical and health work groups, and continuously highlighting the role of health "gatekeepers" in medical and health institutions. However, the constantly changing external environment poses challenges to the operation of primary healthcare institutions. How to further enhance service capabilities, improve service quality, and improve operational efficiency in the context of high-quality development has become a difficult problem in the development of grassroots medical and health institutions, and establishing a scientific and reasonable performance evaluation system has become the key. This article selects X Community Health Service Center as a case study, and conducts research on the performance evaluation of the center through extensive literature research, consulting experts, and conducting questionnaire surveys. By elaborating on the basic situation of X Community Health Service Center, reflect its internal and external environment and operational characteristics; And analyze the existing performance evaluation methods of X Community Health Service Center, exposing the common problems of performance evaluation system deficiencies, income orientation, and inability to propose evaluation goals based on actual development requirements in grassroots medical and health institutions. Based on this situation, this article proposes to use the Balanced Scorecard to conduct performance evaluation of primary healthcare institutions. By studying the principles of the Balanced Scorecard, it is believed that the performance evaluation of the four dimensions of customers, internal processes, learning and growth, and finance in the Balanced Scorecard is very consistent with the operational philosophy of public service institutions represented by grassroots medical and health institutions: it not only considers the financial factors of current operations, but also focuses on talent building and technological equipment updates from a long-term perspective; It not only meets the medical and health service needs of the masses, but also requires the improvement of various work processes from an internal perspective. Therefore, this article establishes a performance evaluation system centered on the Balanced Scorecard for X Community Health Service Center, improves various performance evaluation indicators, and conducts research on the implementation effect of the improved performance evaluation system. The continuous improvement of people's living standards and the gradual acceleration of aging have put forward higher requirements for the operation of grassroots medical and health institutions. It is particularly important to guide the implementation of operational strategies through performance evaluation. At present, the performance evaluation system of grassroots medical and health institutions in China is generally not perfect, or there are income oriented problems. This article combines cases and fully considers the development characteristics of the case institutions. Based on this, it proposes to use the balanced scorecard to establish a performance evaluation system, which provides reference for the construction of performance management systems for other community health service centers.
