中文摘要:商业银行作为融资租赁业务的重要参与方之一,在经济低迷的周期内不可避免地会遇到融资租赁类不良贷款规模迅速上升、处置难度较大的问题。本文以BJ银行为例,分析了其在融资租赁类不良贷款管理上存在的不足,并提出了改进措施。 研究发现,BJ银行对融资租赁类不良贷款处置的现行管理为:坚持“一案一策”的专属处置方案,加大现金清收力度,强化处置过程管理并支持创新管理。其中,仍然存在的主要问题是组织架构和职能分工不完善、全流程风险管理执行不到位、信用风险管理的科学性有待提升、对处置执行人员的专业培养欠缺、对建设信息和数据管理系统重视不足。 据此,作者建议BJ银行未来应成立专门的不良贷款处置专班,持续改进处置流程和工作细则,如建立快速响应机制、提高不良贷款信息透明度、规范贷款重组流程和优化核销贷款处置。在贷前阶段,BJ银行也应强调选择与客户特征相匹配的授信方案。不良处置过程中则应该更大胆地利用市场化机制提高处置效率,并为高新技术应用创造环境,以促进不良贷款的高效处置。 
英文摘要:With the rapid expansion of financing lease business, commercial banks, as important participants in the credit financing link, inevitably encounter problems during economic downturns, such as a rapid increase in the scale of non-performing financing lease loans and consistently low disposal efficiency. This thesis evaluates the management strategies for disposing of non-performing financing lease loans at BJ Bank, explores the main problems that still exist, and proposes basic principles and specific measures for continuously optimizing these management strategies in the future. BJ Bank's current management for disposing of non-performing financing lease loans includes: adhering to a "one case, one policy" approach, formulating exclusive disposal plans; strengthening target management; enhancing process management during disposal and supporting innovative management. Among the existing main problems are an imperfect organizational structure and division of functions, inadequate implementation of full-process risk management, the need for more scientific credit risk management, lack of professional training for disposal personnel, and insufficient emphasis on building information and data management systems. In future, BJ Bank should establish a dedicated team for handling non-performing loans in the future, continuously improve the disposal process and work rules. In the pre-loan stage, BJ Bank should also emphasize choosing credit solutions that match customer characteristics. During the disposal process, it should boldly utilize market mechanisms to improve efficiency and create an environment conducive to the application of high-tech to promote efficient disposal of non-performing loans.
