中文摘要：	本文从渤西油气处理终端现场角度出发，以风险管理理论为基础，结合陆地终端生产作业的特点，对现场风险管理方法与应用进行了研究。 本文首先介绍了陆地终端现场生产情况，分析了现场生产作业的特点，提出了现场风险的概念。其次将现场风险划分出4种主要风险：生产风险、承包商作业风险、人员风险、关联用户风险，并对每种风险进行了辨识，分析了风险形成的成因，对风险进行了定性分析，并提出了现场风险控制的思路、策略及方法。 在生产风险的研究中，对生产风险按区域和系统进行了细分，提出了两种 风险控制策略，即风险转移策略和风险自留策略。在承包商作业风险的研究中，提出一种适合于现场作业风险的定性评价技术—作业危害分析法（JHA），提出了损失控制的策略。在现场人员风险研究中，采取基于人－机－环－管四因素的系统综合分析方法，从生产过程中人员自身因素以及人与人，人与客观物体的关系方面来研究人员所面临的风险，对每类风险提出了适用于现场的控制策略。在关联用户风险的研究中，将主要风险分为合同风险和产品风险2大类，并对风险形成的成因和控制策略进行了研究。 在此基础上，最后本文提出在现场建立起一套依托于HSE管理体系的风险内部控制模式，从根本上对现场的风险进行有效控制。 本文主要的创新点在于，对陆地终端特定的现场风险进行了提炼分类，对风险成因和风险控制策略进行了探讨，着重探讨了风险控制手段，并提出了一套适合现场的风险内部控制模式，以期对实际工作给予一定的指导。
英文摘要：	In this paper，a research on the methods and applications of onsite risk management from the viewpoint of onsite of boxi oil and gas process terminal is carried out, the research is based on risk management theory, combining with the features about production and operation of onshore terminal. In this paper，onsite production of onshore terminal is firstly introduced , features about onsite production and operation are analyzed , the concept of onsite risk is put forward . Onsite risk is secondly divided into four kinds of main risk: production risk, operation risk of contractor, personnel risk, and affiliated user risk. In the meantime, each kind of risk is identified, reasons for risk are analyzed, qualitative analysis of risk is made, strategies and methods of onsite risk control are also put forward. In research on production risk, there is elaborate division in production risk by zone and system, two kinds of risk control strategies are put forward, and i.e, strategy of risk transfer and strategy of risk remain. In research on contractor operation risk, a kind of qualitative assessment measure –Job Hazard Analysis (JHA) is put forward. Strategy of loss control is also put forward. In research on onsite personnel risk, based on systematic and comprehensive methods of four kinds of factor of personnel- equipment -environment-management, it is studied in the course of production from the relation among personnel himself, personnel and personnel, personnel and objects. Strategies and methods for each kind of onsite risk are also put forward. In research on affiliated user risk, major risks are divided into two kinds of risk: contract risk and product risk, then reasons and control Strategies are also studied. Based on the above, ultimately, this paper aims at supplying a set of internal control model based on HSE management system, so that onsite risk can be controlled radically and effectively. The new contents given out in this paper are as follows: special onsite risks of onshore terminal are classified, reasons for risk and strategies of risk control are discussed, this paper gives emphasis to methods of risk control, and furthermore supplying a set of internal control model for onsite risk management so that guidance can be provided on practical work.
