中文摘要:在现代企业管理实践中,绩效评价扮演着至关重要的角色。在现代企业管理实践中,绩效评价扮演着至关重要的角色。在一个企业中,每一个部门都有着自己特有的价值和作用,但现有的绩效评价研究多侧重于单个员工的绩效与企业的总体绩效,缺乏对跨部门绩效、协同效应、可持续发展贡献的重视。鉴于“专精特新”企业在国家战略中的重要性,Q公司顺应行业发展,设立了专精特新服务部,作为非传统业务部门,该部门在企业中承担着连接政府与中小企业、推动创新发展的重要角色。合理的绩效评价体系可以指导其助力公司达成服务转型升级的战略目标,同时探索出政府购买服务提供部门的绩效评价体系,为Q公司乃至同行业企业提供科学的绩效评价解决方案。 本文以Q公司专精特新服务部为研究对象,通过对其绩效评价机理的梳理和实地访谈,对其现实运作中存在的问题和原因进行剖析。研究首先明确了部门绩效评价的定义,并回顾了相关的方法与理论框架。随后,通过分析工作日志和进行访谈,对Q公司部门的绩效评价现状进行了详细的审视,识别了实践中的主要挑战及其成因。其次,通过对Q公司的企业战略规划和利害相关者进行分析,对专精特新服务部的价值进行了重新界定,并以该模型为依据,结合企业的战略目标,建立了以平衡计分卡为核心的部门绩效评价系统。在此基础上,运用AHP方法,对企业业绩进行了合理的评价,并给出了相应的指标体系,使之能够与企业的内部、外部环境以及企业的战略需要相匹配,进而对部门的业绩进行更为精确的评价。在此基础上,通过明确职能分工,健全奖惩机制,提供信息化技术与经费保障,保证该制度的高效执行与运作。其目的是为了推动企业与员工的共同发展,提高企业的总体运作效率,增强企业的竞争能力。 
英文摘要:In modern enterprise management practice, performance evaluation plays a crucial role. In modern enterprise management practice, performance evaluation plays a crucial role. In an enterprise, each department has its own unique value and role, but the existing performance evaluation research focuses on the performance of individual employees and the overall performance of the enterprise, and lacks the importance of cross-departmental performance, synergies, and sustainable development contributions. In view of the importance of "Specialized Innovation" enterprises in the national strategy, Company Q responded to the development of the industry and set up the ZJTX Department , which, as a nontraditional business department, assumes an important role in connecting the government with small and medium-sized enterprises (SMEs), and promotes the development of innovation in the enterprise. A reasonable performance evaluation system can guide it to help the company reach the strategic goal of service transformation and upgrading, and at the same time, it can explore the performance evaluation system of government-purchased service provision departments to provide scientific performance evaluation solutions for Company Q and even enterprises in the same industry. This paper takes the ZJTX Department of Company Q as the research object, and analyzes the problems and reasons in its real operation through the combing of its performance evaluation mechanism and field interviews.Subsequently, by analyzing work logs and conducting interviews, the current situation of performance evaluation in Company Q's the ZJTX Department was examined in detail, and the main challenges in practice and their causes were identified. Next, the value of the ZJTX Department was redefined by analyzing Company Q's corporate strategic plan and stakeholders, and a departmental performance evaluation system centered on the balanced scorecard was established based on the model and the company's strategic objectives. On this basis, the AHP method was applied to make a reasonable evaluation of the performance of the enterprise, and a corresponding index system was given to match the internal and external environment of the enterprise as well as the strategic needs of the enterprise, so as to make a more precise evaluation of the performance of the department. On this basis, the efficient implementation and operation of the system is ensured by clarifying the functional division of labor, improving the reward and punishment mechanism, and providing information technology and financial guarantee. Its purpose is to promote the common development of the enterprise and its employees, improve the overall operational efficiency of the enterprise, and enhance the competitiveness of the enterprise.
