中文摘要:金融业是支持我国经济发展的重要组成部分,在促进经济增长、提高资源配置效率和服务实体经济等方面发挥着至关重要的作用。商业银行作为金融业的核心,不仅可以为企业和个人提供多样化的金融服务,还推动了金融市场的发展和创新,促进了经济的可持续增长。随着市场经济的快速发展,商业银行之间的竞争变得日益激烈,为了集中精力发展核心业务,提高自身的核心竞争力,商业银行选择将一些非核心的业务外包出去,即进行金融服务外包。金融服务外包有效地降低了银行的成本,并提高了运营效率,但同时也为银行带来了风险和挑战。本文以NS银行为研究对象,通过分析其金融服务外包问题及成因后,据此提出相应的优化策略、实施方案和保障措施。 NS银行是一家小型的农村商业银行,于2015年进行了股份制改革之后,秉承着提高服务质量和运营效率的目标,开始进行金融服务外包,其目前自主进行的金融服务外包主要有五大类:包括信息技术外包、资料档案辅助管理外包、现金辅助业务外包、自助设备运营维护外包以及多媒体资讯制作与维护外包。本文首先对金融服务外包的概念和相关理论进行了整理和叙述,在此前提下,对NS银行的金融服务外包现状进行了简单介绍和访谈调研。经过调研,本文发现NS银行金融服务外包目前主要存在四类问题:即成本控制不当、运行效率不高、专业性不足和潜在风险较多。在经过进一步分析后,本文从金融服务外包流程的三个阶段对其问题的成因进行了总结和分析,指出NS银行金融服务外包问题主要是由外包决策阶段外包服务商选择不合理、外包采购阶段采购方式和合同制定不规范、外包运营阶段考核管理机制不完善造成的。 最后,在成因分析的基础上,本文从金融服务外包流程的三个阶段中分别提出了优化策略,即要合理选择外包服务商、规范外包采购程序、完善考核管理机制,同时相应地提出了优化策略的实施方案和保障措施,旨在更有效地促进NS银行金融服务外包的健康发展。本文希望通过对NS银行的研究,可以给发展背景类似的中小银行或者其他金融机构在进行金融服务外包时提供相应的借鉴。 
英文摘要:The financial industry is an important part of supporting China's economic development, playing a crucial role in promoting economic growth, improving the efficiency of resource allocation and serving the real economy. As the core of the financial industry, commercial banks can not only provide diversified financial services for enterprises and individuals, but also promote the development and innovation of the financial market and the sustainable growth of the economy. With the rapid development of market economy, the competition among commercial banks has become increasingly fierce. In order to concentrate on the development of core business and improve their core competitiveness, commercial banks choose to outsource some non-core business, that is, to outsource financial services. Financial service outsourcing effectively reduces the cost of banks and improves operational efficiency, but it also brings risks and challenges for banks. This thesis takes NS Bank as the research object, and after analysing its financial service outsourcing problems and causes, it proposes corresponding optimisation strategies and safeguard measures accordingly. NS Bank is a small rural commercial bank, after the shareholding reform in 2015, adhering to the goal of improving the quality of service and operational efficiency, began to carry out financial services outsourcing, and its current financial services outsourcing independently has five main categories: including information technology outsourcing, data file management outsourcing, cash assistance outsourcing, self-service equipment operation and maintenance outsourcing, as well as multimedia information production and maintenance outsourcing. The thesis firstly explains the concept of financial service outsourcing. This thesis firstly organises and describes the concept of financial service outsourcing and related theories, and under this premise, briefly introduces the current situation of financial service outsourcing in NS Bank and conducts interviews and research. After the research, this thesis finds that NS Bank's financial service outsourcing currently has four main types of problems: inappropriate cost control, inefficient operation, insufficient specialisation and more potential risks. After further analysis, this thesis summarises and analyses the causes of financial service outsourcing from the three phases of the process, pointing out that NS Bank's financial service outsourcing problems are mainly caused by the unreasonable selection of outsourcing service providers in the decision-making phase of outsourcing, the irregularities in the procurement methods and contracts in the procurement phase of outsourcing, and the imperfections in the appraisal and management mechanism in the operation phase of outsourcing. Finally, based on the analysis of the causes, this thesis proposes optimisation strategies from each of the three stages of the financial service outsourcing process, i.e., to reasonably select the outsourcing service provider, to standardise the outsourcing procurement process, to improve the assessment and management mechanism, and at the same time correspondingly puts forward the implementation plan and safeguards for the optimisation strategies, aiming at promoting the healthy development of the financial service outsourcing of NS Bank more effectively. This thesis hopes that through the study of NS Bank, it can provide a reference for small and medium-sized banks or other financial institutions with similar development background when they carry out financial services outsourcing.
