中文摘要：	安全一直是图书馆发展所需要捍卫的底线。国际图书馆界高度重视图书馆在保护人类文明，守护读者安全权益等方面的责任与使命；我国国家安全战略对处于社会系统中的图书馆安全提出了更高的要求；图书馆转型与高质量发展需要应对不断涌现、相互关联的安全风险，给图书馆带来了新的挑战。而现有图书馆安全管理研究大多散见于不同类型的安全风险形态中，沿着规范导向与目的导向研究进路，未兼顾到集体规范与个人目的在图书馆安全风险管理中的交互作用，尚未系统性地阐释图书馆安全风险管理实践系统。 本研究在实践理论视域下，结合风险管理理论以及活动理论旨在深入探讨图书馆安全风险管理实践及其内在机理，探索安全风险管理发展的动力机制及演化机制。为达成以上研究目标，本研究采用案例研究法，以独立法人单位属性的公共图书馆PL为主案例，非独立法人单位的高校图书馆RL为辅案例。研究资料收集历经三个阶段，通过访谈、实地观察及文本资料获取了图书馆如何进行安全风险管理实践的相关数据，多阶段多渠道数据获取确保了研究信度与效度。此外，研究采用专家访谈法对所构建模式进行完善。 经过对研究数据系统而深入的分析，本研究发现：其一，图书馆安全风险管理过程包括风险管理启动、风险识别、风险评估、风险应对及风险管理完善五个阶段，图书馆安全风险管理是一个内嵌于安全风险管理过程的动态、网络化的活动系统；其二，图书馆安全风险管理活动系统要素（主体、客体、工具、规则、共同体、劳动分工）间相互关联，共同决定了安全风险管理成效；其三，图书馆安全风险管理活动系统要素间存在矛盾关系，责任限定、利益维护、沟通协调三种动力机制推动矛盾的产生与应对，促进图书馆安全风险管理的发展；其四，图书馆安全风险管理系统沿着周期性的循环模式不断扩展；其五，图书馆安全风险管理受到社会、自然环境与相关活动系统的影响。 基于以上发现，本研究提出图书馆安全风险管理应从过程管理转向活动系统管理，图书馆应建立安全风险管理的集体性组织文化，应积极构建安全风险治理格局。基于以上三个路径，研究面向图书馆安全风险管理过程提出了相应的实践策略。
英文摘要：	Security has always been the bottom line that libraries need to defend in their development. The international library community attaches great importance to the responsibility and mission of libraries in protecting human civilization and safeguarding the safety and interests of readers; Our country's national security strategy has put forward higher requirements for the security of libraries in the social system; The transformation and high-quality development of libraries require addressing constantly emerging and interrelated security risks, which bring new challenges to libraries. However, most of the existing research on library security management is scattered across different types of security risk forms, following a normative and purpose oriented research approach, without considering the interaction between collective norms and individual objectives in library security risk management, and without systematically explaining the library security risk management practice system. This study, from the perspective of practical theory, combines risk management theory and activity theory to deeply explore the practice and internal mechanism of library security risk management, and to explore the driving mechanism and evolutionary mechanism of the development of security risk management. To achieve the above research objectives, this study adopts a case study method, with independent legal entity public library PL as the main case and non independent legal entity university library RL as a supplementary case. The research data collection went through three stages, and relevant data on how libraries conduct security risk management practices was obtained through interviews, field observations, and textual materials. The multi-stage and multi-channel data acquisition ensured the reliability and validity of the research. In addition, the study used expert interviews to improve the constructed model. After a systematic and in-depth analysis of research data, this study found that: firstly, the process of library security risk management includes five stages: risk management initiation, risk identification, risk assessment, risk response, and risk management improvement. Library security risk management is a dynamic and networked activity system embedded in the security risk management process; Secondly, the elements of the library security risk management activity system (subject, object, tools, rules, community, division of labor) are interrelated and jointly determine the effectiveness of security risk management; Thirdly, there is a contradictory relationship between the elements of the library security risk management activity system. The three driving mechanisms of responsibility limitation, interest maintenance, and communication and coordination promote the generation and response of contradictions, and promote the development of library security risk management; Fourthly, the library security risk management system continues to expand along a cyclical cycle; Fifthly, library security risk management is influenced by society, natural environment, and related activity systems. Based on the findings above, this study proposes that library security risk management should shift from process management to activity system management. Libraries should establish a collective organizational culture for security risk management and actively construct a security risk governance pattern. In response to these three paths above, the study proposes corresponding practical strategies for the process of library security risk management.
