中文摘要:本文立足我国城市文化中心的特殊发展阶段,将运营BH文化中心这一城市级别的文投公司作为典型案例纳入研究。文投公司是由当地国资委投资组建的地方性文化平台企业,承担将BH文化中心打造成当地文化地标的责任使命。该项目由国有企业平台负责项目建设及运营管理,创造“公司化管理、市场化运营、公益性服务”的运营模式。 作者综合运用在校所学,运用运营管理学的成本控制理论、可持续增长理论、流程再造理论和整体优化理论等相关理论知识,结合文投公司实际运营情况和过往优秀项目实践经验,借助规范的研究方法进行研究和分析。采用文献研究法、实践调查法、经验借鉴法和个案研究法等研究方法,对文投公司运营的BH文化中心进行较多角度的分析阐述。从经营定位、运营策略、运营模式和管理组织架构几个方面来分析BH文化中心运营管理的现状。在多个角度评估的基础上,指出该项目运营中的三大关键问题,并剖析造成此类问题的深层原因。 针对前述问题,提出了对应的解决方案。科学制定企业发展目标,提出“一基地四体系”的发展战略;通过合理规划商业面积、业态、租决,提升造血盈利能力,通过合理税筹减少运营成本;搭建“文化+”的品牌打造计划,为公益性和半公益性场馆打造赋能。随后进一步提出管理流程再造、科学的人力资源、多方面资金稳定投入、法律政策保障、数字化赋能等保障措施。 文章从宏观的角度阐述项目背景,主要研究国有平台企业在实际运营文化综合体过程中典型案例的发展情况和现存困难。为我国当下前沿发展的各类文化产业与商业有效融合提出可供借鉴的思路和启示,为实现文化事业与文化产业双轮驱动作为有益探索。 
英文摘要:This article is based on the special development stage of urban cultural centers in China, and incorporates the operation of BH cultural center, a city level cultural investment company, as a typical case study. Cultural Investment Company is a local cultural platform enterprise established by the local State owned Assets Supervision and Administration Commission, responsible for transforming the BH Cultural Center into a local cultural landmark. The project is constructed and operated by a state-owned enterprise platform, creating an operational model of "corporate management, market-oriented operation, and public welfare services". The author comprehensively applies the theoretical knowledge of cost control theory, sustainable growth theory, process reengineering theory, and overall optimization theory in operations management, combined with the actual operation situation of cultural investment companies and past excellent project practice experience, and uses standardized research methods for research and analysis. Using research methods such as literature review, practical investigation, experiential learning, and case study, this study analyzes and elaborates on the BH Cultural Center operated by the cultural investment company from multiple perspectives. Analyze the current situation of BH Cultural Center's operational management from several aspects, including business positioning, operational strategies, operational models, and management organizational structure. Based on evaluations from multiple perspectives, identify the three key issues in the operation of the project and analyze the underlying causes of such problems. Corresponding solutions have been proposed to address the aforementioned issues. Scientifically formulate enterprise development goals and propose a development strategy of "one base and four systems"; By reasonably planning commercial area, formats, and leasing decisions, we can enhance our profitability and reduce operating costs through reasonable tax planning; Build a "cultural+" brand building plan to empower the construction of public and semi public venues. Subsequently, further measures were proposed to ensure management process reengineering, scientific human resources, stable investment in multiple aspects of funds, legal and policy guarantees, and digital empowerment. The article elaborates on the project background from a macro perspective, mainly studying the development situation and existing difficulties of typical cases of state-owned platform enterprises in the actual operation of cultural complexes. To propose valuable ideas and inspirations for the effective integration of various cultural industries and commerce in China's current cutting-edge development, and to explore the dual drive of cultural undertakings and cultural industries.
