中文摘要：	本文通过运用项目管理和组织行为学理论对提高党的建设质量、创建党的建设质量评价体系进行研究，分析了G国有施工企业现有的党建质量评价方法并结合公司业务实际、党建现状、党员职工倾向，通过科学方法构建一个系统的、可验证度高的G国有施工企业内部使用的党建质量评价体系。 本文提出将党组织视为一个服务于特定目标的、隶属关系明确、需要可持续发展、不断壮大的管理学范畴内的组织单位，借鉴平衡记分卡的运行思路，将国有企业党组织划分为党建工作与中心工作融合、服务对象、内控建设、党组织可持续发展四个维度。关注国有施工类企业党建工作规范性基本要求、改革发展实际需要以及施工行业内质量、安全、合规管理等重点工作，通过对党的建设考核评价模式的改进，对G国有施工企业的党建管理进行方向性引导及操作性规范，运用项目管理及组织行为学理论，因地制宜设计党建质量评价指标，力求在强化党组织把方向、管大局、保落实的领导作用之外，进一步解决国有施工企业党的建设工作中普遍存在的外埠项目管理难、职工归属感不强、组织认同感弱化、教育成效不明显等问题，比如在评价指标中加入对党员、职工等党组织服务对象满意度情况的反馈，提升党建质量评价体系优化党组织的日常管理水平、服务本领的功能，贯彻党内监督、贯通协调的组织运行机制，探索党建质量评价体系达到预期实施效用的保障条件，全面系统加强党的领导和党的建设，以高质量党建引领保障企业实现高质量发展,使企业内的沟通更加顺畅，组织文化氛围更加和谐。 综合以上因素，本文秉持系统观念和问题导向，为G国有施工企业探求一套科学有效符合实际的党建质量评价体系，为考察党建质量夯实理论基础、提供理论依据，并尝试利用定量与定性相结合的方法解决包括指标体系构建、评价指标赋权以及评价方法选择与实施在内的一系列评价相关问题，以期在优化G公司党建质量评价体系的同时，为其他相近体量的国有施工企业党建质量评价提供参考。
英文摘要：	This thesis studies the application of project management and organizational behavior theory to improve the quality of Party building , establish the evaluation system of Party building quality ,and analyzes the existing Party building quality evaluation methods of G state-owned construction enterprises, Combined with the actual business of the company, the current situation of Party building, and the tendency of Party members and workers, a systematic and verifiable Party building quality evaluation system for internal use of G state-owned construction enterprises is constructed through scientific methods. This thesis proposes to regard the Party organization as an organizational unit that serves a specific goal, has a clear subordination relationship, needs sustainable development and continues to grow within the scope of management .Using the operation idea of balanced scorecard, the Party organization of state-owned enterprises is divided into four dimensions: the integration of Party building work and central work, the service object, the construction of internal control and the sustainable development of the Party organization. Pay attention to the basic requirements of the standardization of Party building work in state-owned construction enterprises, the actual needs of reform and development, and the key work of quality, safety and compliance management in the construction industry. Through the improvement of the Party building quality evaluation system, the Party building management of G state-owned construction enterprises is guided and operationalized, and the theory of project management and organizational behavior is applied. According to local conditions, design the quality evaluation index of party building, strive to strengthen the direction of the party organizations, the overall situation, to ensure implementation of the leadership role in addition,and solve the problems of employees' weak sense of belonging, weak sense of organizational identity, and ineffective education caused by factors such as difficult management of out-of-town projects prevalent in state-owned construction enterprises, and add evaluation feedback on the satisfaction of Party members, employees and other Party organizations in the evaluation indicators. Improve the Party building quality evaluation system to optimize the Party organization's daily management level and service capabilities, carry out the inner-party supervision and coordinate the organizational and operational mechanism. We will give full play to the leading role of Party organizations in setting the direction, managing the overall situation, and ensuring its implementation, explore the guarantee conditions for the quality evaluation system for Party building to achieve the expected implementation effect, and comprehensively and systematically strengthen Party leadership and Party building. High-quality party building leads to ensure high-quality development of enterprises, making communication within enterprises smoother and improving the overall organizational cultural atmosphere. Based on the above factors, this thesis runs through System concept and problem orientation, strives to explore a set of scientific, effective and practical Party building quality evaluation system for G state-owned construction enterprises from the perspective of system concept and problem orientation, so as to consolidate and provide theoretical basis for investigating Party building quality. It also attempts to use a combination of quantitative and qualitative methods to solve a series of evaluation related problems, including the construction of index system, the empowerment of evaluation indicators, and the selection and implementation of evaluation methods, in order to optimize the party building quality evaluation system of G and provide references for the Party building evaluation of other state-owned construction enterprises with similar volume.
