中文摘要: | 受到国家乡村振兴战略的逐步深化和经济下行的双重影响,各类型银行正 积极下沉市场布局,广泛推广普惠金融业务。这一转变对以“支农支小 ”为主 业的农村中小金融机构带来了冲击,导致其信贷空间受到挤压,加剧了该类型 银行的信贷风险。同时,部分风险管理能力不足的农村小金融机构为了维持或 扩大盈利规模,出现了盲目扩张经营、扩大业务范围的现象,导致了该类型机 构信贷风险凸出,不良贷款激增、资产固化沉积等问题频发。因此本论文以具 有代表性的 Y 农村商业银行作为研究案例,结合实地调研与理论分析,系统 的研究了Y 农村商业银行信贷风险管理问题和成因,并结合地区发展情况提 出了针对性的改进意见与可行性分析,为 Y 农村商业银行完善内部风险管理 能力提供了新思路。同时,论文研究结果有望助力同类型农村中小金融机构提 升风险管理水平,使其更好的应对新时代经济格局下的机遇与挑战。具体研究 内容如下: 首先从银行风险理论出发,详细的阐述了信贷风险成因、特点以及信贷风 险管理的通用评估方法,其次将多方面获取的信息有机结合,分析了Y 农村 商业银行的普遍性与特殊性,并对该行近年来不良贷款率持续上升及不良资产 积压的问题进行系统研究。结果表明,Y 农村商业银行具有典型性的信贷风险 管理问题,如经营目标与当地经济现状脱离,具有逆经济周期发展的特点。该 行构建的风险识别程序评定标准粗糙,存在理论与实际偏离的特点。以及不重 视客户第一还款来源,且总体风险把控能力滞后等特点。本文通过结合当地经 济环境及农村商业银行特点进行交叉分析,提出具有针对性的合理建议,如转 变高管人员评价机制、优化客户信用评级标准、构建信贷人员履职回避制度、 专注小额信贷的业务发展模式,并对机构改革举措进行了探讨与展望,为 Y 农 村商业银行提升信贷风险识别和管理提供了新思路。更重要的是,由于同类型 地区农村金融机构具有相似性,本文所得出的研究成果及改进建议对位于三、 四线城市的农村小金融机构同样具有参考价值,有望提升农村中小金融机构的 风管理能力,更好地服务于当地实体经济,助力乡村经济发展。 | |
英文摘要: | Under the dual influence of the gradual deepening of the national rural revitalization strategy and economic downturn, various types of banks are actively sinking the market layout and widely promoting inclusive financial services. This change has had an impact on small and medium-sized rural financial institutions whose main business is "supporting agriculture and supporting small", resulting in their credit space being squeezed, and exacerbating the credit risk of this type of bank. At the same time, in order to maintain or expand the scale of profitability, some small rural financial institutions with insufficient risk management ability blindly expand their operations and expand their business scope, resulting in frequent internal risk problems such as prominent credit risks, surging non- performing loans, and solidified assets of these institutions. Therefore, this paper takes a representative rural commercial bank Y as a case study, and through the combination of field investigation and theoretical analysis, systematically studies the problems and causes of credit risk management of rural commercial bank Y, and puts forward targeted improvement suggestions and feasibility analysis based on the regional development situation, providing new ideas for improving the internal risk management ability of rural commercial Bank Y. At the same time, the research results of this paper are expected to help the same type of rural small and medium- sized financial institutions to improve their risk management level, so that they can better cope with the opportunities and challenges in the new era of economic structure. The specific research contents are as follows: Starting from the bank risk theory, this paper elaborates the causes, characteristics and general assessment methods of credit risk management in detail. Secondly, it organically combines the information obtained from various aspects to analyze the universality and particularity of Y Rural Commercial Bank, and conducts a systematic study on the problem of the continuous rise in the non-performing loan ratio and the backlog of non-performing assets of the bank in recent years. The results show that the credit risk management problems of Y rural commercial banks are serious and representative, such as the separation of business objectives from the current situation of the local economy, with the characteristics of counter-cyclical development. The evaluation standard of risk identification program constructed in this line is rough, and there are characteristics of deviation between theory and practice. And do not pay attention to the customer's first repayment source, and the overall risk control ability lag. Through cross-analysis based on the local economic environment and the characteristics of rural commercial banks, this paper puts forward targeted and reasonable suggestions, such as changing the evaluation mechanism of senior executives, optimizing customer credit rating standards, building the system of credit personnel to avoid performing their jobs, and focusing on the business development model of microfinance. Moreover, the institutional reform measures are discussed and expected. It provides a new idea for Y rural commercial bank to improve credit risk identification and management. More importantly, due to the similarity of rural financial institutions in the same type of areas, the research results and improvement suggestions obtained in this paper also have reference value for rural small financial institutions located in third - and fourth-tier cities, which is expected to improve the wind management ability of rural small and medium-sized financial institutions, better serve the local real economy, and help rural economic development. | |
