| 中文摘要: | 在市场经济背景下,招标采购管理的重要性日益凸显,它已经对国有企业的经济效益产生巨大影响,直接关系到企业的创新与可持续发展。尽管许多国有企业已经意识到提升采购管理水平的紧迫性,但仍存在落后的采购管理体系和僵化的管理观念,这对企业的发展产生了持续的负面影响,因此,国有企业亟需对自身的采购管理进行深刻反思,并制定相应的改善对策。本研究着眼于招标采购管理这一核心问题,综合运用管理学知识,旨在解决实际业务问题,提升Z公司招标采购管理水平,并对类似企业的采购管理改进工作起到一定的借鉴作用。 本研究以国有独资公司的全资子公司Z公司为研究对象,通过实地调研与深度访谈,发现了Z公司采购效率低、执行不到位、供应商管理缺失等问题。通过对原因的剖析,结合采购管理理论,本研究指出要从采购组织、采购流程和供应商管理三个方面进行改进研究。本研究提出了一系列改进策略,包括建立集中采购模式、组织改进、流程改进、制定供应商管理制度与策略、建立供应商准入机制和考核体系等。最后,本研究制定了改进策略的实施方案、保障方案以及解决改进难点的具体措施。在整个改进研究中,本研究运用了因果图分析采购管理问题的成因,运用卡拉杰克矩阵对采购项目进行分类,并提出相应的管理对策,运用ECRS分析法进行采购业务流程改进和审批流程改进,将PDCA循环运用到改进实施计划中。 本研究认为Z公司应建立适合公司业务特点的集中式采购组织模式,并得出了一系列有关如何解决Z公司招标采购管理问题的改进结论。本研究也充分说明了要充分激发国有企业采购管理的潜能,必须用理论指导实践。本研究帮助Z公司积极探索行之有效的招标采购管理方法,推动招标采购工作科学、合理、有效地进行,追求形成由下至上发现问题、由上至下解决问题的良性管理改进循环,从而提升Z公司招标采购管理水平,提高企业效益。 | |
| 英文摘要: | In the context of market economy, the importance of bidding and procurement management is increasingly prominent. It has had a huge impact on the economic benefits of state-owned enterprises, directly related to their innovation and sustainable development. Although many state-owned enterprises have realized the urgency of improving their procurement management level, there still exist outdated procurement management systems and rigid management concepts, which have a sustained negative impact on the development of enterprises. Therefore, state-owned enterprises urgently need to deeply reflect on their procurement management and formulate corresponding improvement strategies. This study focuses on the core issue of bidding and procurement management, and comprehensively applies management knowledge to solve practical business problems, improve the bidding and procurement management level of Company Z, and provide some reference for the improvement of procurement management in similar enterprises. This study takes Z Company, a wholly-owned subsidiary of a state-owned sole proprietorship, as the research object. Through field research and in-depth interviews, it was found that Z Company has problems such as low procurement efficiency, inadequate execution, and lack of supplier management. By analyzing the reasons and combining with procurement management theory, this study points out that improvement research should be carried out from three aspects: procurement organization, procurement process, and supplier management. This study proposes a series of improvement strategies, including establishing a centralized procurement model, organizational improvement, process improvement, developing supplier management systems and strategies, establishing supplier admission mechanisms and assessment systems, etc. Finally, this study developed an implementation plan and assurance plan for improvement strategies, as well as specific measures to address improvement difficulties. In the entire improvement research, this study used a causal diagram to analyze the causes of procurement management problems, classified procurement projects using the Karaoke matrix, and proposed corresponding management strategies. The ECRS analysis method was used to improve procurement business processes and approval processes, and the PDCA cycle was applied to the improvement implementation plan. This study suggests that Z company should establish a centralized procurement organization model that is suitable for its business characteristics, and has drawn a series of improvement conclusions on how to solve the bidding and procurement management problems of Z company. This study also fully demonstrates that in order to fully stimulate the potential of procurement management in state-owned enterprises, theory must be used to guide practice. This study helps Z Company actively explore effective bidding and procurement management methods, promote scientific, reasonable, and effective bidding and procurement work, and pursue the formation of a virtuous management improvement cycle of discovering problems from bottom to top and solving problems from top to bottom, thereby improving Z Company's bidding and procurement management level and improving enterprise efficiency. | |
