| 中文摘要: | 国企改革三年行动是以习近平总书记为核心的党中央做出的一项重要决策,旨在进一步落实国企改革、深化三项制度改革的工作任务。自开展以来,在公司治理、市场主体地位强化、国企“健身瘦体”、机制创新等方面取得了显著成效。 HH乳品公司成立于1957年,是一家多年来服务于天津市及周边城市的地方型乳品企业。2022年6月,乳品新厂竣工,产能大幅提升为企业规模化发展提供了坚实基础。然而,随着规模化生产和国企改革双重压力的加剧,组织管理的改革和转型亟待解决。在市场化发展和企业战略升级的背景下,如何激发员工的内在动力和组织活力,以及如何实现干部能上能下、员工能进能出、收入能增能减成为制约企业发展的关键挑战。今年年初,HH乳品公司提出了“充分发挥绩效考核的指挥棒作用”的战略目标,彰显了管理层对建立战略性薪酬绩效管理的决心和重视。 本文采用文献阅读法,对HH乳品公司现行的绩效考核机制和晋升晋等方案进行全面分析和诊断。同时,借助混合式访谈的研究方法,从管理层视角了解战略推进过程中存在的绩效考核问题。最终,通过企业案例和绩效工具的运用,从绩效管理对战略的牵引力和对各业务线功能性两方面进行诊断,并最终提出以企业内核心员工和管理层为管理主体、多重激励并行的战略性管理优化方案。该方案从充分发挥人力资源职能、差异化绩效考核、多样性的激励模式以及全面的晋级晋等机制切入,提出了包括人力资源职能重塑与强化、以项目制为周期的绩效评价模式、多重显性激励运用以及优化基于关键事件考核法和战略贡献考核法的晋升机制等方案。 | |
| 英文摘要: | The three-year action for the reform of state-owned enterprises is an important decision made by the Party Central Committee with General Secretary Xi Jinping as the core, aiming to further implement the work tasks of reforming state-owned enterprises and deepening the reform of the three systems. Since its launch, remarkable results have been achieved in corporate governance, strengthening the status of market entities, “fitness and slimming” of state-owned enterprises, and mechanism innovation. HH Dairy Company was established in 1957. It is a local dairy enterprise that has served Tianjin and surrounding cities for many years. In June 2022, the new dairy plant was completed, and the substantial increase in production capacity provided a solid foundation for the company's large-scale development. However, as the dual pressures of large-scale production and state-owned enterprise reform intensify, the reform and transformation of organizational management need to be urgently addressed. In the context of market-oriented development and corporate strategic upgrading, how to stimulate employees' intrinsic motivation and organizational vitality, and how to realize the promotion, the advancement and exit of employees, and the increase or decrease of income have become key challenges restricting the development of enterprises. At the beginning of this year, HH Dairy Company put forward the strategic goal of "giving full play to the baton role of performance appraisal", demonstrating the management's determination and emphasis on establishing strategic salary and performance management. This article uses the literature reading method to conduct a comprehensive analysis and diagnosis of the current performance appraisal mechanism and promotion plans of HH Dairy Company. At the same time, with the help of mixed interview research methods, we can understand the performance appraisal issues that exist in the process of strategic advancement from the perspective of management. Finally, through the use of enterprise cases and performance tools, the paper diagnoses the traction of performance management on strategy and the functionality of each business line, and finally proposes a strategy with core employees and management within the enterprise as the management subject and multiple incentives in parallel.
