中文摘要:自20世纪90年代以来,我国逐步推行混合所有制改革,旨在引入非国有资本和多样化的所有制形式,推动国有企业的改革与发展,提升企业治理水平和整体竞争力。这一改革在各个行业取得了一定的成就,但在混合所有制改革背景下的效果评价问题对于企业的有效运作、管理效率和绩效表现提出了新的要求。因此,深入研究这些问题对于推动企业的可持续发展具有重要意义。 本研究旨在深入探讨TG公司混合所有制改革所面临的问题,并提出相应的优化策略和建议,以推动公司成功转型并实现可持续发展。作为具体案例,TG公司面临着诸多挑战和机遇,对其混合所有制改革效果进行评价,并找出存在的问题,提出针对性的优化方案,对于促进企业发展具有重要意义。首先,本文提出了一种评价框架,旨在全面衡量TG公司混合所有制改革的效果。研究明确了评价指标选择的原则,包括与混合所有制改革目标相符、客观可量化、数据获取便利等。基于这些原则,确定了一系列具体的评价指标,涵盖了顾客满意度、内部流程效率、学习与创新能力、财务绩效等方面。其次,本研究介绍了层次分析法和模糊评价法。研究先建立了层次结构模型,明确了各级指标之间的关系。之后通过判断矩阵的确定和权重的计算,对指标进行了量化和排序。为了保证评价结果的准确性,进行了一致性检验,得出了综合评价指标的权重和排序。然后采用模糊综合效果评价方法,通过将模糊数学理论引入评价过程,对各个指标的模糊评分进行了处理,从而得到TG公司混合所有制改革的综合评价结果。最后,通过对比TG公司混合所有制改革前后的指标变化,发现在顾客满意度、内部流程效率、学习与创新能力以及财务绩效等方面存在一些问题并提出了针对性的优化策略和建议。具体包括优化顾客关系、提升服务质量,改善内部流程与提高运营效率,加强学习与创新能力,以及提升财务绩效与风险控制。本研究为我国混合所有制改革的顺利推进和国有企业的转型发展提供了理论依据和实践参考,对于提高企业的整体绩效和可持续发展具有积极的推动作用。 
英文摘要:Since the 1990s, China has gradually implemented the mixed ownership reform, aiming at introducing non-state-owned capital and diversified forms of ownership, promoting the reform and development of state-owned enterprises, and improving the level of corporate governance and overall competitiveness. This reform has made certain achievements in various industries, but the effect evaluation under the background of mixed ownership reform has put forward new requirements for the effective operation, management efficiency and performance of enterprises. Therefore, in-depth study of these issues to promote the sustainable development of enterprises is of great significance. The purpose of this study is to deeply explore the problems faced by TG Company in the mixed ownership reform, and put forward corresponding optimization strategies and recommendations to promote the company's successful transformation and sustainable development. As a specific case, TG Company faces many challenges and opportunities. It is of great significance to evaluate the effect of its mixed ownership reform, find out the existing problems and put forward targeted optimization programs for promoting the development of enterprises. First, this paper proposes an evaluation framework to comprehensively measure the effect of TG's mixed ownership reform. The study clarifies the principles for the selection of evaluation indicators, including consistency with the objectives of mixed ownership reform, objectivity and quantification, and convenient data acquisition. Based on these principles, a series of specific evaluation indicators are determined, covering customer satisfaction, internal process efficiency, learning and innovation capabilities, financial performance and so on. Secondly, the analytic hierarchy process (AHP) and fuzzy evaluation method are introduced. Firstly, the hierarchical structure model is established to clarify the relationship between all levels of indicators. After that, the indexes are quantified and sorted by determining the judgment matrix and calculating the weights. In order to ensure the accuracy of the evaluation results, the consistency test is carried out, and the weight and order of the comprehensive evaluation indicators are obtained. Then, the fuzzy comprehensive effect evaluation is adopted, and the fuzzy mathematics is introduced into the evaluation process to deal with the fuzzy score of each index, so as to get the comprehensive evaluation result of the mixed ownership reform of TG Company. Finally, by comparing the index changes before and after the mixed ownership reform of TG Company, we find that there are some problems in customer satisfaction, internal process efficiency, learning and innovation ability and financial performance, and put forward targeted optimization strategies and suggestions. This includes optimizing customer relationships, improving the quality of service, improving internal processes and operating efficiencies. This study provides a theoretical basis and practical reference for the smooth promotion of mixed ownership reform and the transformation and development of state-owned enterprises, and has a positive role in promoting the overall performance and sustainable development of enterprises.
