| 中文摘要: | 强化管理、充分利用人力资源、创造更多的效益是企业的根本任务。绩效管理作为人力资源管理的一个职能,在提高员工素质、激发员工的工作热情和创新精神,推动员工的能力发展与潜能开发等方面具有重要的意义。天津港作为天津滨海新区的重要组成部分,在绩效管理工作方面,由于对绩效管理的认识和经验不足,其作用和效果并不像想象的那样好。设施专业管理服务型企业——SSC公司,作为天津港集团的子公司,也一直受传统管理模式的影响,在建立科学的人力资源战略与管理方法上还存在一定的差距,在绩效管理实施过程中也出现了一些问题。所以探寻一种适合企业自身的绩效考核方式势在必行。 本文拟全面阐述绩效管理作为提高企业业绩以及员工能力的有效手段,如何在转型期的国有企业中逐渐发挥其作用,在解决绩效考核的动力和制度保障等环境问题的基础上,设计合理的绩效考核指标、操作性强的考核工具表格、有针对性的考核方法上进行重点研究。 本论文在研究中具体采用了系统分析的方法,通过对绩效管理的概念、内容与问题等理论基础、以及在工作中操作模式的应用实践进行系统深入的研究,试图为企业提供一个科学、务实、可行的设计方案。同时采用了理论研究和实践应用相结合的方法,一方面收集、汇总、整理绩效管理的内容、方法等基本理论,另一方面结合企业实际设计了一套可在SSC公司试行的绩效管理体系,使本文具有一定的可操作性和应用价值。 本次研究通过对绩效管理的学习研究,针对SSC公司绩效管理现状,设计了一套适用于该企业的绩效管理体系,并具体阐述了其实施应用的过程,最后提出了相关配套制度的建立需要,以保证绩效管理在该企业从初级阶段走向科学阶段,再逐步迈入卓越阶段。为企业未来的发展提供有力的人力资源管理的保证。 | |
| 英文摘要: | The mission of the company is to make the profits by utilizing human resources completely and improving the level of the corporative management. The performance management, as the one of important function of the Human resources management, has the great significant in terms of improving the employees’ basic essence, arousing the employees’ passion and innovative spirit, improving the employees’ ability and the development of potential capability. As the main part of Binhai New Area, Tianjin Port Group is lack of experiences in the field of performance management, the results and the effectiveness is not ideal enough. SSC company is the subsidiary company of Tianjin Port Group which specialized in Port Equipment & Facility Management. It is still a large space needed to improve to establish the scientific strategy and management method of human resources by the influence of the traditional management model and it is also facing some problems during the implementation of the performance management. Therefore, it is necessary to have a study on searching for a suitable performance management way. The paper elaborates how the performance management takes the function when the state owed enterprise transform as the effective method to improve the corporate performance and employees’ capability. Meanwhile, this paper will focus on the research on designing a reasonable performance management targets, the tools and tables with operability and the exam method with the right direction based on the managerial environment for solving the power of performance management and policy security. The paper mainly uses the systems analysis and integrates the theory and practice on the research and deeply research on the concept, background, exiting state and economic effect at the starting point of system in order to provide a scientific, pragmatic and feasible program for the company. Meanwhile, the paper integrates the theory and practice. On the one hand, it gathers the basic theory of performance management in terms of content and method. On the other hand, it designs a performance management system which is suitable for the SSC company. Therefore, this paper is maneuverable and valuable. The paper designs a suitable performance management system focusing on the real managerial environment of SSC company through the study and research. Further the more, it expounds the applicable processing exactly and finally points out the need for the establishment of the auxiliary policy which can make the system become better from the beginning to the end. And it can provide the security for the development of the human resources management in the further. | |
