| 中文摘要: | EHS(Environmental, occupational health and safety)是环境、职业健康和安全的缩写。环境、职业健康和安全管理体系是三位一体的现代企业先进的管理体系,做好EHS管理有助于企业的可持续发展。S工厂的集团总部在法国,S工厂是中国区最大的单体制造型工厂,S工厂在2010年就成立了EHS部门,配置了专职EHS管理人员,负责工厂的环境、职业健康和安全综合管理,后续建立了EHS管理体系并持续运行,达到有效控制工厂安全生产事故率、职业病率、以及环保违规事故率的目的,减少了因生产安全事故及环境违规事件等对S工厂和集团总部造成的社会舆论影响和直接间接的经济损失。 本论文对S工厂的EHS管理体系进行了实例研究,参考了S工厂及其集团总部的EHS管理方法和经验,以及参考国际标准化组织发布的ISO14001环境管理体系和ISO45001职业健康安全管理体系,运用了戴明循环及持续改进的理论对S工厂的EHS管理体系在持续运行期间存在的问题进行分析和研究,并提出针对于S工厂EHS管理体系的优化和改善方案。经分析研究发现,S工厂的EHS管理体系存在的问题有:(1)部分EHS文件制度来自于集团总部,直接翻译后发布,但并不适用于S工厂;(2)EHS合规性评价不全面;(3)EHS风险因素识别不全面;(4)EHS培训效果差;(5)工厂EHS文化相对薄弱。 本论文将从以下五个方面分析S工厂EHS管理体系的优化和完善:(1)对EHS制度文件进行修订和本地化;(2)建立健全EHS合规性评价清单,同时借助外部专业第三方资源进行系统性评价;(3)成立跨部门EHS委员会,全面完善EHS风险因素识别;(4)建立多元化EHS培训方式与考核机制;(5)调动管理层积极参与到EHS管理工作中,以促进S工厂EHS体系的持续改进和优化。 希望通过本研究可以为S工厂提供可行性的EHS管理体系优化方案,并通过本论文研究为我国制造业在建立健全和有效执行EHS管理体系方面提供优化策略。 | |
| 英文摘要: | EHS is an acronym for Environmental, Occupational Health and Safety. EHS management system is a trinity of modern enterprise advanced management system, good EHS management is conducive to the sustainable development of enterprises. The group headquarters of Factory S is in France. Factory S is the largest single-system modeling factory in China. In 2010, Factory S set up an EHS department and assigned full-time EHS management personnel to take charge of the comprehensive management of the factory's environment, occupational health, and safety. Subsequently, through the establishment of EHS related system and continuous operation, the purpose of effectively controlling the production safety incident rate, occupational disease rate and environmental protection violation rate of the factory was achieved, and the influence of public opinion and direct and indirect economic losses caused by production safety incidents and environmental violations on Factory S and the group headquarters were reduced. This thesis makes a case study on the EHS management system of Factory S. The EHS management methods and experience of Factory S and its group headquarters are referred to. It also refers to the ISO14001 Environmental management system and ISO45001 Occupational health and safety management system issued by the International Organization for Standardization. I applied Deming cycle and continuous improvement theory to analyze and study the problems existing in the EHS management system of Factory S during its continuous operation. The optimization and improvement plan of EHS management system for Factory S is proposed. Through the analysis and research, I found that there were problems in the EHS management system of Factory S: (1) Part of the EHS document system came from the group headquarters and was directly translated, but it was not applicable to Factory S; (2) The EHS compliance evaluation is not professional or lacking; (3) Incomplete identification of occupational health and safety and environmental hazard factors; (4) The EHS training effect is not good; (5) The EHS culture of Factory S is weak. This thesis will introduce the optimization and improvement of EHS management system of Factory S from the following aspects: (1) Revision and localization of EHS system documents; (2) Establish and improve the EHS compliance evaluation list, and conduct systematic evaluation with the help of external professional third-party resources; (3) Establish an inter-departmental EHS committee to comprehensively improve the identification of EHS hazard factors; (4) Establish diversified EHS training methods and assessment mechanisms; (5) Mobilize the management to actively participate in the EHS management work, so as to achieve the continuous improvement and optimization of the EHS system of Factory S. I hope that the research in this thesis can provide a feasible EHS management optimization scheme for Factory S and provide improvement strategies for the establishment and effective implementation of EHS management system for China's manufacturing industry. | |
