| 中文摘要: | 自1994年分税制改革实施以来,城投平台公司作为地方政府的关键投融资平台,在推动地方基础设施建设、城镇化进程以及经济发展中发挥了不可或缺的作用。然而,随着时间的推移和内外部环境的变化,城投平台公司逐渐暴露出政府隐性债务累积、业务模式单一、融资政策紧等问题,使得其运营压力持续加大,迫切需要进行战略转型以应对市场的复杂多变。 本文选取天津市区域城投平台T公司作为具体案例进行深入研究,探讨了城投平台公司在我国经济社会发展中的重要角色及其当前面临的挑战,特别是聚焦于天津市某区域T城投平台公司的战略转型议题。本文首先对战略转型理论进行回顾总结建立起本文的理论结构,同时对我国城投平台公司的历史发展脉络、当前发展趋势以及战略转型策略进行充分研究,确保本文的适用性和有效性。在对T公司进行系统的实证考察与深入研究时,利用PEST、六力模型、企业内部资源分析工具以及VRIO模型全面剖析了其外部宏观环境,微观行业环境以及企业内部资源的变化。在此基础上,通过构建战略转折点模型进一步探讨了T公司战略转型的必要性与可行性。同时结合上海城投与合肥建投战略转型成功经验,设计提出T公司具体的战略转型路径和保障措施。这些措施包括市场化改革、业务创新、服务升级以及完善公司法人治理结构等,旨在帮助T公司提升自身在市场上的竞争力,实现长远稳定的发展。同时,本文也为其他城投平台公司及相关领域的管理者提供了宝贵的经验借鉴和管理启示。 从理论贡献的角度来看,本研究不仅丰富了战略转型理论和战略管理理论的实践应用,还为战略转型理论体系提供了新的研究视角和研究问题。通过实证案例的分析,我们得以验证和完善这些理论在实践中的可行性,为推动相关领域的学术研究和实践发展做出积极贡献。 | |
| 英文摘要: | Since the implementation of the tax-sharing reform in 1994, urban construction & investment company, as key investment and financing platforms for local governments, have played an indispensable role in promoting local infrastructure construction, urbanization processes, and economic development. However, with the passage of time and changes in internal and external environments, these companies have gradually exposed issues such as the accumulation of implicit government debt, a single business model, and tight financing policies, which have continuously increased their operational pressure and made it urgent for them to undergo strategic transformation to respond to the complexities and changes of the market. This thesis selects T Company, an urban construction & investment company, in Tianjin, as a specific case for in-depth research, exploring the important role of urban construction & investment companies in China's economic and social development and the current challenges they face, particularly focusing on the strategic transformation issues of T Company. Firstly, this thesis reviews and summarizes the theory of strategic transformation to establish its theoretical structure. Meanwhile, it fully studies the historical development, current trends, and strategic transformation strategies of urban construction & investment company, in China to ensure the applicability and effectiveness of the research. When conducting systematic empirical investigation and in-depth research on T Company, this thesis utilizes PEST analysis, the Six Forces Model, internal resource analysis tools, and the VRIO model to comprehensively analyze changes in its external macro environment, micro industry environment, and internal resources. Based on this, the necessity and feasibility of T Company's strategic transformation are further explored through the construction of a strategic inflection point model. Drawing on the successful experiences of strategic transformation from Shanghai Chengtou Group and Hefei Construction Investment And Holding Company., this thesis designs and proposes specific strategic transformation paths and supporting measures for T Company. These measures include market-oriented reforms, business innovation, service upgrades, and improving the corporate governance structure, aiming to help T Company enhance its competitiveness in the market and achieve long-term and stable development. At the same time, this thesis also provides valuable experience and management insights for other urban construction & investment companies and managers in related fields. From the perspective of theoretical contributions, this study not only enriches the practical application of strategic transformation theory and strategic management theory but also provides new research perspectives and questions for strategic transformation theoretical systems. Through the analysis of empirical cases, we are able to verify and improve the feasibility of these theories in practice, making a positive contribution to promoting academic research and practical development in related fields. | |
