中文摘要: 当前我国经济社会正处在深刻的变革中,数字化和智能化的发展趋势冲击各行各业,疫情后的经济复苏需要企业积极变革、稳中求进,在此背景下,企业集团提升资金管理水平具有重要意义。资金集中管理是目前国内外大型集团进行资金管理时主要的选择的方向,其中较为成熟的财务公司模式在国内外大型集团中被广泛采用。财务公司不仅可以实现集团资金集中管理,还因其类金融机构的特征,成为集团企业探索产融结合的有效助力。目前,新《集团财务公司管理办法》的出台对财务公司提出了更严格的监管。G集团是我国较早建立起财务公司的企业,G集团财务公司采取多种渠道归集资金、以收支两条线调配资金、搭建数智化支付结算体系的手段,建成了独特的资金管理体系,并且在此基础上积极探索产融结合。但随着G集团业务的不断发展以及新监管政策的出台,G集团财务公司在资金集中效果、风险管控能力、数质量管理和分析方面还有待加强,同时,新规的出台也需要财务公司调整自身,应对制度变革。 本文首先回顾了与资金集中管理及财务公司相关的国内外研究,梳理和总结了企业集团资金集中管理的概念、进行资金集中管理的必要性、资金集中管理的三项原则以及信息不对称理论、委托代理理论、内部资本市场理论和产融结合理论等理论基础,以及常见的集团资金集中管理模式,并在此基础上介绍了G集团目前的业务板块发展状况以及现行的财务公司资金集中管理模式,归纳了产生问题的原因,并从制度建设、风险管控、数据质量管理和发展路径等方面针对性得提出了改进建议。本文对G集团财务公司优化集团资金集中管理效率、加强风险防控和优化自身发展路径具有一定的现实意义,并期望为其他类似的企业集团财务公司的资金集中管理提供一定的借鉴和参考。  
英文摘要: At present, China's economy and society are in the midst of profound changes, the development trend of digitalization and intelligence has impacted all walks of life, and the post-epidemic economic recovery requires enterprises to actively change and seek progress while maintaining stability. Centralized capital management is the main direction of choice for large groups at home and abroad to carry out capital management, and the more mature financial company model is widely used in large groups at home and abroad. The financial company can not only realize the centralized management of the group's funds, but also become an effective help for the group enterprises to explore the combination of industry and finance due to the characteristics of similar financial institutions. At present, the promulgation of the new Measures for the Administration of Group Financial Companies has put forward stricter supervision over financial companies. G Group is one of the earliest enterprises in China to establish a financial company, G Group Finance Company has adopted a variety of channels to collect funds, allocate funds by means of revenue and expenditure, and build a digital and intelligent payment and settlement system, and has built a unique fund management system, and on this basis, it actively explores the combination of industry and finance. However, with the continuous development of Group G's business and the introduction of new regulatory policies, Group G's financial companies still need to be strengthened in terms of capital concentration effect, risk management and control capabilities, quantity quality management and analysis, and at the same time, the introduction of new regulations also requires financial companies to adjust themselves and respond to institutional changes. This paper first reviews the domestic and foreign research related to centralized capital management and financial companies, sorts out and summarizes the concept of centralized capital management of enterprise groups, the necessity of centralized capital management, the three principles of centralized capital management, the theoretical basis of information asymmetry theory, principal-agent theory, internal capital market theory and industry-finance integration theory, as well as the common centralized management mode of group funds, and on this basis, introduces the current development status of Group G's business sector and the current centralized management mode of financial companiesThis paper summarizes the causes of the problems, and puts forward suggestions for improvement from the aspects of system construction, risk management and control, data quality management and development path. This paper has certain practical significance for Group G Finance Company to optimize the efficiency of centralized fund management, strengthen risk prevention and control, and optimize its own development path, and is expected to provide some reference for other similar enterprise group finance companies to manage centralized funds.
