中文摘要：	党在二十大报告中明确指出要健全社会保障体系，促进多层次医疗保障有序衔接，推动民生工程建设得以深入推进。国家医保局、国家卫健委等部门就药品供应保障进行了深入探讨，在此基础上，我国开始全面铺开药品集中采购工作。 为了更好地解读政策、执行政策、依据政策变化做出管理决策，本文以药品集中采购政策为研究对象，从政策外部特征、政策主题以及政策主题演化规律三个角度入手分析，以探寻政策发展现状及存在的问题。本文针对 2010 年-2022 年的药品集中采购政策，通过政策计量方法和文本挖掘技术，利用 LDA主题模型以及主题演化模型，对政策文本进行全面地探讨，获取有价值的信息，为企业管理者提供决策支持，帮助其成功应对未来的机遇和挑战。 研究发现包括：首先是对政策外部特征的总结。通过对政策发文数量的统计，并结合其发展规律，总结得到政策的三个发展阶段，分别是：2010 年-2014年政策萌芽阶段、2015 年-2018 年政策完善阶段和 2019 年-2022 年带量采购阶段。从发文主体角度分析，单独发文的政策和联合发文的政策数量相差不大，但由于主体职责不同和发文目的不同，也存在差异。其次对政策主题的总结。可以看到政策发文主题发文集中稳定，和事实热点紧密联系，针对药品企业的发文内容较多。最后从政策演化角度总结规律，可得到主题变化趋势，以及主题随时间的强度变化。通过“时间阶段-主题”关联分析可以看到各阶段政策的关注重点，发现对于药品企业信用建设、仿制药以及结算方式这几大主题在各 个时间阶段的强度都非常高，这几大主题也与药品企业密切相关，因此企业应该给予高度重视。 最后根据上文的政策特点、主题发现结果以及主体演化结果，为企业提出建议：积极应对外部环境变化；创新发展模式，改善资源配置；改善人员结构，吸纳高技术人才。积极适应市场规律并应对政策变化，保证自身的可持续发展。
英文摘要：	The report of the 20th National Congress of the Communist Party of China learly pointed out the need to improve the social security system, promote the orderly connection of multi-level medical security, and promote the deepening of people's livelihood projects. The National Medical Insurance dministration, National Health Commission and other departments have conducted in-depth discussions on drug supply guarantee, and on this basis, China has begun to comprehensively carry out centralized drug procurement work. In order to better interpret policies, implement policies, and make management decisions based on policy changes, this article takes the drug centralized procurement policy as the research object, analyzes it from three perspectives: external characteristics of the policy, policy themes, and the evolution law of policy themes, in order to explore the current development status and existing problems of the policy. This article focuses on the drug centralized procurement policy from 2010 to 2022. Through policy measurement methods and text mining techniques, using LDA theme models and theme evolution models, the policy text is comprehensively explored to obtain valuable information, provide decision support for enterprise managers, and help them successfully cope with future opportunities and challenges. The research findings include: firstly, a summary of the external characteristics of policies. Based on the statistics of the number of policy publications and their development patterns, three development stages of the policy were summarized, namely: the policy embryonic stage from 2010 to 2014, the policy improvement stage from 2015 to 2018, and the volume procurement stage from 2019 to 2022. From the perspective of the publishing body, there is not much difference in the number of policies issued separately and jointly, but there are also differences due to different responsibilities and purposes of the publishing body. Secondly, a summary of policy themes. It can be seen that the theme of policy publications is concentrated and stable, closely related to factual hotspots, and there are many publications targeting drug companies. Finally, by summarizing the laws from the perspective of policy evolution, we can obtain themes that show upward, downward, and stable trends, as well as the intensity changes of themes over time. Through the "time stage theme" correlation analysis, it can be seen that the focus of policies at each stage is very high. It is found that the intensity of the major themes of credit construction, generic drugs, and settlement methods for pharmaceutical enterprises is very high at each time stage, and these themes are also closely related to pharmaceutical enterprises. Therefore, enterprises should attach great importance to them. Finally, based on the policy characteristics, theme discovery results, and subject evolution results mentioned above, suggestions are proposed for enterprises to actively respond to external environmental changes; Innovate development models and improve resource allocation; Improve personnel structure and attract high-tech talents. Actively adapt to market laws and respond to policy changes to ensure sustainable development. This paper includes 15 diagrams, 7 tables and 59 references.
