中文摘要：	自党的十九大以来，乡村振兴及三农问题一直是政府关注焦点之一。在乡村振兴战略中，乡村文化振兴扮演着至关重要的角色。推动农村地区的公共文化高质量发展既是确保文化服务均等化、减少城乡信息鸿沟的关键因素，同时也是提升农村地区居民的精神文化生活水平的不可或缺条件。乡村旅游是旅游业的重要组成部分，也是实施乡村振兴战略的重要推动力量，在加速推进农业农村现代化、促进城乡融合发展、支持贫困地区脱贫攻坚等方面发挥着重要作用，因此，将乡村旅游产业与文化服务相结合发展已经成为乡村文化振兴的关键路径。 通过文献梳理与调研，本研究发现部分县级图书馆作为乡村地区的主要基层文化机构，已开始认识到文旅融合建设的重要性，并有意识地利用其职能来推动乡村地区文化旅游有机结合。然而，目前乡村地区的文旅融合发展仍存在一系列问题，包括质量不高、文化内涵不足以及缺乏相关研究理论基础等。这些问题不仅限制了乡村文化的活力，还对其可持续发展构成了障碍。为了实现高质量的文旅融合发展，县级图书馆应全面考虑读者需求及乡村文化建设优势，因地制宜地进行文旅融合建设和文化赋能乡村旅游的工作，并明确发展目标并进行长期规划。为此，本研究使用SWOT分析法对县级图书馆文旅融合服务的现状进行了概括，通过分析文化赋能乡村旅游的可行性以及县级图书馆文旅融合建设的驱动力等方面，找出县级图书馆文旅融合发展优劣势，并确定县级图书馆文旅融合建设基本战略方向。在前序分析和文献梳理的基础上，本研究设计并发放了调查问卷，采用IPA分析法从信息资源建设、图书馆设施、宣传与推广、图书馆服务、图书馆活动五大维度调查了读者对县级图书馆文旅融合服务的满意度与重视程度。通过IPA分析法确定旅客需求和建设问题后，本研究根据相关调查结果，结合县级图书馆的优劣势以及文旅融合战略规划，提出了从资源融合、服务融合、平台融合三个角度创新发展路径，并给出了县级图书馆文旅融合建设的参考发展策略。希望通过这些创新路径和发展策略助力县级图书馆充分发挥其职能，通过文化赋能乡村旅游业，推动乡村地区文旅融合建设的同时实现自身的发展，助力乡村振兴。
英文摘要：	Since the 19th National Congress of the Communist Party, rural revitalization and agricultural issues have been a focal point of government attention. Within the rural revitalization strategy, the revitalization of rural culture plays a crucial role. Promoting the high-quality development of public culture in rural areas is not only a key factor in ensuring equal cultural services and reducing the urban-rural information gap but also an indispensable condition for enhancing the spiritual and cultural life of rural residents. Rural tourism, as an integral part of the tourism industry, serves as a significant driving force for implementing the rural revitalization strategy. It plays a crucial role in accelerating the modernization of agriculture and rural areas, promoting urban-rural integration, and supporting poverty alleviation efforts in impoverished areas. Therefore, integrating rural tourism with cultural services has become a key pathway for the revitalization of rural culture. Through literature review and research, this study found that some county-level libraries have begun to recognize the importance of integrated development of culture and tourism. They consciously utilize their functions to promote the organic combination of cultural and tourism activities in rural areas. However, the current development of cultural and tourism integration in rural areas still faces several challenges, including low quality, insufficient cultural content, and a lack of relevant research theories. These issues not only limit the vitality of rural culture but also pose obstacles to its sustainable development. To achieve high-quality integrated development of culture and tourism, county-level libraries should comprehensively consider reader needs and the advantages of rural cultural development. They should tailor their efforts to integrate culture and tourism, empower rural tourism with culture, and establish clear development goals through long-term planning. To address this, the study employs the SWOT analysis method to summarize the current status of cultural and tourism integration services provided by county-level libraries. By analyzing the feasibility of empowering rural tourism with culture and the driving forces behind the integration efforts of county-level libraries, the study identifies the strengths and weaknesses of the cultural and tourism integration development of these libraries and determines the basic strategic direction for their development. Building on the preceding analysis and literature review, the study designs and distributes questionnaires, using the IPA analysis method to investigate reader satisfaction and the importance attached to cultural and tourism integration services provided by county-level libraries across five dimensions: information resource development, library facilities, promotion and publicity, library services, and library events. After determining tourist demands and construction issues through the IPA analysis method, the study, based on relevant survey results and in consideration of the advantages and disadvantages of county-level libraries and strategic planning for cultural and tourism integration, proposes innovative development paths from the perspectives of resource integration, service integration, and platform integration. The study also provides development strategies for the cultural and tourism integration construction of county-level libraries. It is hoped that through these innovative paths and development strategies, county-level libraries can fully leverage their functions, promote rural tourism through cultural empowerment, facilitate cultural and tourism integration in rural areas, achieve their own development, and contribute to rural revitalization.
