中文摘要: 国内银行业在目前激烈的竞争且风险加剧的金融环境中,很难利用传统的绩效衡量指标作为唯一管理控制的工具。银行为了求得生存和发展,必须制定有效的策略,从策略导向中寻求绩效,以帮助银行了解本身所处的竞争状态和需要不断改进的方面,并及时评估策略目标的完成情况。 本文以天津邮政储蓄银行一级支行整体为研究对象,首先阐述了绩效考核的相关理论,分析了我国商业银行的普遍特点和绩效考核的特殊性,指出了绩效考核中存在的一些缺陷。其次,剖析了中国邮政储蓄银行天津分行的特点,分析了目前天津邮政储蓄银行及其支行绩效考核的现状,提出了构建平衡计分卡的必要性。再次,确立了天津邮政储蓄银行一级支行平衡计分卡的维度、关键绩效指标和考核衡量标准,以期能与天津邮政储蓄银行战略发展的远景契合。为了保证绩效考核的有效实施,提出了重点的实施步骤,并根据绩效考核的结果,指出了分析和反馈的方法,以期天津邮政储蓄银行支行绩效考核体系能够科学、公平、合理的贯彻和落实,促进天津邮政储蓄银行又好又快发展。  
英文摘要: The domestic banking sector in the current competition and the increased risk of the financial environment, it is difficult using traditional performance metrics as the sole management control tool. Banks in order to survive and develop, must develop effective strategies to seek performance from the strategic orientation in order to help the banks to understand their own condition in which the competitive aspects and the need for continuous improvement, and timely completion of assessment of the strategic objectives. In this paper, the postal savings bank of China, a branch of Tianjin as a whole the object of study for the organization, first expounded the theory related to performance appraisal, analysis of the general characteristics of Chinese commercial banks and the performance evaluation of the specificity, pointing out that the performance evaluation exist in some of the flaws. Second, the analysis of the Postal Savings Bank of China ,branches in Tianjin, the characteristics of analysis of the current postal savings bank and its branch in Tianjin performance evaluation of the status quo, put forward the necessity of building a balanced scorecard.Third, to establish the Tianjin branch of the postal savings bank a Balanced Scorecard dimensions, key performance indicators and evaluation metrics, with a view to the postal savings bank of China Tianjin branch strategic development vision fit. In order to ensure the effective implementation of performance appraisal, focus on the implementation of the proposed steps, and in accordance with the results of performance appraisal that the method of analysis and feedback to the postal savings bank branches in Tianjin performance appraisal system can be scientific, fair and reasonable follow-up and implementation, to promote sound and fast development of the Postal Savings Bank of China,Tianjin Branch.
