中文摘要:随着社会的发展,人们对于房屋的要求已不仅仅限于遮风挡雨,住宅的美观与居住的舒适及安全已越来越为人们所重视,于是智能化住宅的概念也就应运而生。这个概念最初是从智能大厦的基本含义中延伸和发展而来的,20世纪80年代中后期,国际社会把智能大厦的概念推向住宅,形成了“智能住宅(SMARTHOME)”的概念,而国内则随着智能大厦的发展,结合本国居民社区发展的实际情况,到20世纪90年代中期提出了“智能化社区”的新理念。 经过10多年发展,智能社区建设在我国已取得了长足的进步,特别在近期发展更加迅猛。据相关资料统计,自2007年开始中国的智能化社区以30%的速度增长,预计2010年我国大中城市中的60%住宅要实现智能化,社区的智能化已成为社会发展的必然趋势。 同时社区智能化的建设方面也遇到了不少问题,例如:系统设计不完善,施工质量参差不齐,标准规范不统一等等。造成很多社区智能化项目中系统功能无法完全实现,业主投诉频发,而物业与开发商又相互推诿,使很多社区智能化系统形同虚设。 本文针对社区智能化建设上所遇到的问题,从承建方施工项目管理的角度,首先分析识别出对项目管理影响较大的核心要素,它们分别为范围、进度、成本、质量;然后以美国项目管理协会(PMI)的项目管理理论为基础,运用流程管理的方法与理念,对这些核心要素的管理进行了流程优化设计。希望能够借此提高社区智能化项目的建设管理水平,更好的满足项目各干系人的要求。文章最后结合一个实际的社区智能化建设项目,阐述了如何具体实施管理流程优化及取得的良好效果,说明社区智能化建设项目核心管理要素的流程优化对于提高社区智能化建设项目管理水平、保证各项目干系人的利益是行之有效的。  
英文摘要:With the development of society, the housing has not only been limited to the shelter, people increasingly focus on the beautiful, comfortable living and security of the house more, and therefore, the concept of SMARTHOME is proposed. This concept originates from the extended meaning of smart building .In the late 20th century, 80s. The concept of intelligent building pulled to the housing is promoted by the international society, which has formed “intelligent housing (SMARTHOME)”. The mid 90s of the 20th century, along with the development of SMARTHOME and combined with domestic residents the actual situation of community development, the new idea "intelligent community " was proposed. After more than 10 years development, the intelligent community has made the considerable progress in our country. Especially it has more rapid development recently. According to related statistics, since 2007 China's intelligent community is growing by 30%, 60% of domestic city’s house will be intelligent till 2010, the intelligent community has become an inevitable trend. Meanwhile the construction of intelligent communities is also encountered many problems, such as: inadequate system design, uneven construction quality and unified standards. It causes system function in many communities intelligent project not fully achieved, the owners complained frequently, and the developer and the property have another buck, so many intelligent systems community has become decoration. This paper solve the problems building on the community intelligent from the construction project management angle, firstly the article analyzes the core elements which impact the project management more, they are namely scope, schedule, cost, and quality; then based on the PMI, use the methods and concepts of process management to optimize the process design of the core elements management. Hope to raise the level of intelligent management project community to better meet the requirements of the stakeholders. Finally, based on an actual intelligent community projects, this paper explains how to specific implementation management optimization to achieve good results, indicating it is effective to enhance the management level of the intelligent community projects and guarantee benefits of the project stakeholders with a process optimizated by core management elements which is belonged to intelligent community projects.
