中文摘要:如今,随着工程项目的建设环境、人员结构、技术需求等各方面要求的变化与提高,工程项目的复杂性日益增强,由此,工程项目也逐渐由单一的项目变化为多个项目组合,管理方式也由单一项目管理上升为项目集管理、乃至达到项目组合管理。当前项目集管理已经成为工程项目的主要管理模式,而工程项目在管控过程中,质量、进度以及费用是三个主要的约束条件,唯有将这三者控制得当,才能确保项目顺利实施,反之将会导致项目遭受各种阻力,进展困难,无法完成既定目标;而在质量、进度以及费用当中,费用管理是工程项目管理的重点,因为费用的花销是不可逆的,费用会直接影响到项目最终的利润,从而对整体项目的经济收益产生直接影响,如果没有恰当的管控措施,项目效益很可能会遭受损失;同时,在项目集中,费用管理又是一大难点,因为各子项目连接紧密,都能够对项目集产生较大的影响,如果前期费用控制不佳、施工过程中计划混乱、管控效力低,将会导致项目资金短缺、进度缓慢、利润降低等问题,由此,对于工程项目集而言,对费用进行集约化管控可谓是重中之重。 Y公司作为国有施工企业,近年来承接的工程项目日益增加,所承接的项目种类繁多、复杂多样,逐渐形成了按片区划分的项目集管理模式,作为公司转型过程中的重要一环,如何在项目集管理过程中达到预期效益,是Y公司一直在思考的,因此,解决Y公司项目集费用管理现存问题、总结出一套实用性的费用管理方法是一项急需解决的问题。 本文以Y公司X项目集费用管控现状为出发点,结合项目全周期考虑,首先总结目前X项目集费用控制中存在的主要问题和不足,并对这些问题产生的原因进行多角度分析,随后针对原因总结设计解决方案,同时探究影响费用的相关风险因素,最后总结出项目集费用集约化管理方法,并构建管控效果的分析模型,同时对有效的管理制度进行论述分析,两者有机结合推动提升管理效能,为其他类似项目集提供管理思路和解决方案。 
英文摘要:Nowadays, with the change and improvement of the construction environment, personnel structure, technical requirements and other aspects of engineering projects, the complexity of engineering projects is increasing day by day. As a result, engineering projects have gradually changed from a single project to multiple project portfolios, and the management mode has also risen from single project management to program management, and even to project portfolio management. At present, program management has become the main management mode of engineering projects, and in the control process of engineering projects, quality, schedule and cost are the three main constraints. Only by properly controlling these three conditions can we ensure the smooth implementation of the project. Otherwise, the project will suffer from various obstacles, progress difficulties and failure to complete the established objectives. Among the quality, schedule and cost, cost management is an important part of project management, because the cost is irreversible, the cost will directly affect the final profit of the project, and thus have a direct impact on the overall economic income of the project, if there is no appropriate control measures, the project efficiency is likely to suffer losses; At the same time, in the program, cost management is also a big difficulty, because each sub-project is closely connected, which can have a greater impact on the program. If the early cost control is not good, the construction process is chaotic, and the management and control effectiveness is low, it will lead to the shortage of project funds, slow progress, reduced profits and other problems. Intensive control of expenses is a top priority. As a state-owned construction enterprise, Y Company has undertaken an increasing number of engineering projects in recent years, and the projects it undertakes are diverse and complex, gradually forming a program management model divided by area. As an important part of the company's transformation process, Y Company has been thinking about how to achieve the expected benefits in the process of program management. It is an urgent problem to solve the existing problems of Y Company's program cost management and sum up a set of practical cost management methods. Taking the current situation of X project set cost control of Y Company as the starting point and considering the whole cycle of the project, this paper first summarizes the main problems and deficiencies in the current X project set cost control, analyzes the causes of these problems from multiple perspectives, then summarizes the causes and designs solutions, and explores the related risk factors affecting the cost. Finally, the intensive management method of project set costs is summarized, and the analysis model of control effect is constructed. At the same time, the effective management system is discussed and analyzed. The two organically combine to promote management efficiency and provide management ideas and solutions for other similar program.
