中文摘要:摘要 目前,国有企业在向高质量发展转型的过程中,人才质量、规模和使用效率已经成为影响企业高质量发展的重要因素之一。同时,基于国有企业“三项制度”改革战略的纵深推进,员工队伍素质提升、用工风险、人工成本的双降是广大国有企业必须深入思考的一项课题。本文基于加快建设世界一流的国有企业发展目标和人才专业化队伍建设工作,在市场化用工的大背景下,对国有A油田技术服务公司一线劳务派遣操作人员的管理情况及存在的问题进行研究并制定相应的提升对策,为该公司提高人力资源管理质效提供参考。 当前中国仍然属于原油净进口国家,针对全面建设社会主义现代化强国、推动实现高质量发展的目标,需要国资央企,特别是能源企业加大油气勘探开发力度,保障国家能源安全。由于油气田勘探开发是一个技术密集型兼具劳动密集型的企业,受各类现实因素影响,对于海上一线油气田勘探开发所需要的操作技术技能类工种的需求同比大幅增加。同时,作为兼具劳动密集型和技术密集型的油田技术服务行业,其一线的操作工是落实各项作业计划的“最后一公里”,该部分人员对于生产经营至关重要且占总体用工的比例相对高。另外,一线操作人员队伍中的劳务派遣制用工也占据的绝大多数。这一部分员工队伍的稳定及工作质效直接决定着一线生产经营的顺利与否。 A油田技术服务公司是一家劳动密集型和技术密集型兼具的企业,其中一线操作人员担负着大量油田勘探开发及生产方面的具体工作。其中,大部分一线操作人员的用工性质是劳务派遣制度。而在这一种用工制度背景下的操作人员,无疑是公司战略决策部署和生产计划任务落实的主力军。 本文以A油田技术服务公司一线劳务派遣制操作工为研究对象,在对目前现有文献梳理和学习的基础上,以人力资源管理基础理论为框架,通过研究,重点关注其海上一线劳务派遣操作工种人员的构成、规模、特点等,从现状环境和风险评估方面作深入调查,以便于全面、细致、客观掌握该公司一线操作队伍整体现状,结合高质量发展任务目标,查找一线操作队伍培养发展过程中所面临的实际困难、问题,深入分析原因,同时针对发现的困难、存在的问题,针对制度优化、安全因素保障、激励机制优化等方面的问题提出针对性解决方案。旨在解决调查研究对象在高质量发展过程中所面临的突出问题。同时也便于在国际化发展过程中,能够通过人力资源发挥,有效提升竞争力,加快建设世界一流的步伐,相应成果也能够为其他公司提供借鉴。 关键词:油田技术服务;一线操作人员;市场化用工;劳务派遣。  
英文摘要:Abstract At present, in the process of high-quality development and transformation, China attaches great importance to the selection, utilization, education, and retention of talents as the "first resource". The quality, scale, and efficiency of talent utilization have become one of the important factors affecting the high-quality development of enterprises. Cultivating a team of highly skilled and responsible talents is an important component of the long-term development of enterprises. This article is based on the development goals of talent specialization and accelerating the construction of world-class state-owned enterprises. In the context of market-oriented employment, it studies the management situation and existing problems of frontline labor dispatch operators in state-owned A Oilfield Technical Service Company and formulates corresponding improvement strategies, providing reference for the company to improve the quality and efficiency of human resource management. As a major manufacturing country, in order to develop the real economy in China, the rice bowl of energy must be in its own hands. We must strengthen the construction of security capabilities in key areas and ensure the security of food, energy resources, and important industrial supply chains. With the development of the global economy and the profound transformation of the world pattern, coupled with China's dependence on basic energy imports such as oil and gas, it is urgent to vigorously carry out the work of increasing crude oil storage and production, and maintain the security of the national energy sector. At the same time, the large-scale exploration and development of onshore and offshore oil and gas fields, combined with China's requirements for "great country craftsmen" and high-end and refined technical work, has become very important to cultivate a large number of oilfield technical operators with patriotism, outstanding technology, and the courage to take responsibility. From the current state-owned state-owned oil field technology service companies, most enterprises have steadily promoted the cultivation, reserve, and use of technical jobs as a strategic task for the long-term development of the company. Some companies establish their own technical and skilled talent training institutions to regularly cultivate and incubate skilled talents with modern oilfield technical service field operational skills; Some companies form skilled talent pools by signing targeted contracts with universities or recruiting from society. An Oilfield Technology Service Company is a labor-intensive and technology-intensive enterprise, with frontline operators responsible for a large amount of specific work in oilfield exploration, development, and production. Among them, the employment nature of most frontline operators is the labor dispatch system. Under this employment system, operators are undoubtedly the main force behind the company's strategic decision-making and production planning tasks. This thesis takes frontline labor dispatch system operators of A Oilfield Technology Service Company as the research object. Based on the current literature review and learning, and using the basic theory of human resource management as the framework, through research, the focus is on the composition, scale, and characteristics of their offshore frontline labor dispatch operation personnel. A thorough investigation is conducted from the current environment and risk assessment aspects to facilitate comprehensive, detailed Objectively grasp the overall status of the company's frontline operation team, combined with the goal of high-quality development tasks, identify the actual difficulties and problems faced in the cultivation and development process of the frontline operation team, analyze the reasons in depth, and propose corresponding countermeasures, aiming to solve the prominent problems faced by the research subjects in the high-quality development process. At the same time, it also facilitates the utilization of human resources in the process of international development, effectively enhancing competitiveness, and accelerating the pace of building world-class enterprises.
