中文摘要:进入21世纪之后,高纯石英砂作为一种重要的材料,在半导体、光伏、高端石英板材等领域展现出巨大的潜力和广阔的市场前景。我国高品质石英矿资源匮乏,但中低品质石英砂丰富,直接采用高品质脉石英矿或水晶矿制作高纯石英砂,综合成本较高。因此,提升石英砂的提纯技术工艺,将低品质石英砂提质为高品质石英砂,才能满足各行业对高纯度石英的需求,推动我国石英砂下游产业的快速发展。在TZ公司石英砂提纯技术创新项目中,由于是新技术的首次工业化测试,存在着项目技术难度高、参与方众多、设备开发周期长等风险因素,因此如果不能对该技术创新项目风险进行识别、评估和控制,将会严重影响TZ公司石英砂提纯技术创新项目的开发进度。 本论文以TZ公司石英砂提纯技术创新项目为研究对象,采用了风险管理相关理论和方法,对该项目进行了项目风险管理研究。首先采用文献研究法、专家访谈法等对石英砂提纯技术创新项目的多个方面进行了风险识别,再通过头脑风暴法形成最终项目风险因素清单;其次根据专家问卷结果采用层次分析法和模糊综合评价法进行了项目风险因素权重计算、项目风险因素评估值计算;最后根据上述结果对风险因素进行重要程度分类,根据分类情况提出相应的应对措施,同时通过一系列的组织保障措施保证风险应对能够有效落地。 经过风险管理研究,本文得出结论如下:(1)通过多种风险识别方法最终确定了该项目共有一级风险因素5个,二级风险因素17个;(2)通过对项目的各级风险因素进行评估,可知项目整体风险情况处于较好状态,但是设备风险评价一般,同时存在着多个评估值较低的二级风险因素,需要在风险应对时重点关注;(3)针对不同重要程度的风险提出应对措施:最大程度杜绝设备风险、科学削减技术风险、有效处置管理风险、合理转移物资风险、灵活应对外部风险;(4)通过调整角色和职能等方式保障应对措施顺利进行:通过增加角色工作职责和范围、引入风险管理人员、合理分配资源等方式保障风险应对措施能够顺利进行。 该文章对于石英砂提纯行业来说,在新产品新设备开发过程中的风险管理,具有一定的参考意义。同时对于TZ公司来说,该文章会有效服务于公司本身的石英砂提纯项目。  
英文摘要:After entering the 21st century, high-purity quartz, as an important material, has shown great potential and broad market prospects in the fields of semiconductors, photovoltaics, and high-end quartz board. However, high-quality quartz resources in China are scarce, but medium and low-quality quartz resources are abundant. Directly using high-quality vein quartz or crystal to produce high-purity quartz has a high overall cost. Therefore, only by improving the quartz purification technology and upgrading low-quality quartz into high-quality quartz can we meet the demand for high-purity quartz in various industries and promote the rapid development of quartz downstream industry of China. In TZ Company’s quartz purification technology innovation project, since it is the first industrial test of a new technology, there are risk factors such as high technical difficulty, numerous participants, and long equipment development cycles. Therefore, if the risks cannot be identified, assessed and controlled, it will seriously affect the development progress of project. This study takes the quartz purification technology innovation project of TZ Company as the research object, and uses risk management theories and methods to conduct project risk management research. First, the literature research method, expert interview method, etc. were used to identify risks in multiple aspects of the project, and then the risk factor list was formed through brainstorming method. secondly, AHP and FCE were used based on the results of the expert questionnaire to calculating the weight of project risk factors and the evaluation value of project risk factors; finally, the importance of risk factors is classified based on the above results, and corresponding countermeasures are proposed based on the classification. At the same time, a series of organizational safeguards are used to ensure that the risk response can be Effective landing. After risk management research, this article draws the following conclusions: (1) Through a variety of risk identification methods, it was determined that the project has 5 first-level risk factors and 17 second-level risk factors; (2) Through various levels of risk identification of the project After evaluating the factors, it can be seen that the risk situation of the project is ’ good’, but the equipment risk assessment is ‘average’, and there are multiple secondary risk factors with low risk assessment values, which need to be focused on when we dealing with risks; (3) Proposing response measures for risks of different importance levels: eliminate equipment risks to the greatest extent, scientifically reduce technical risks, effectively handle and manage risks, rationally transfer material risks, and respond flexibly to external risks; (4) Ensure the smooth progress of response measures by adjusting roles and functions: Increasing role responsibilities and scope, introducing risk management personnel, and rationally allocating resources. This article has certain reference significance for the quartz purification industry in risk management during the development process of new products and equipment. For TZ Company, this article will effectively serve its own quartz purification project.
