中文摘要:随着全球金融市场竞争日益加剧,风险演变形势日益严峻,错综复杂,金融 监管日趋严厉,巨大的变化已经出现在内外环境中,紧接着新冠疫情的爆发,在 此背景下,商业银行应更加重视合规文化建设,提高合规管理标准,以高质量满 足监管要求,才能降低银行违规风险,增强银行声誉和信任,提升员工主动合规 意识和行为,促进银行业务安全有序的可持续发展,以及保持整个银行业的稳定 性。 本文结合银行业发展现状,在国内外学者对合规文化优化策略研究的基础 上,采用文献研究法和案例分析法,以某跨国银行集团 S 银行中国有限公司为 例,将合规文化建设优化与日常工作相结合,对 S 银行合规文化建设进行系统 性分析。首先,阐述了 S 银行合规文化建设的现状。其次,通过员工访谈发现并 分析了 S 银行合规文化管理体系存在的主要问题及原因,包括合规理念传导落 实有待加强;制度与系统融合度有待完善;集团与 S 银行中国联系紧密度有待 提升;问责存在简单化;考核激励制度未有效发挥作用。最后,说明了 S 银行合 规文化建设优化的策略,包括通过宣贯提升员工对合规文化的认可度;持续提升 管理层对合规文化的重视程度;通过构建三道防线优化合规文化管理;通过加强 合规制度建设,促进合规文化形成;通过数字化合规系统建设强化过程管理;通 过完善反馈机制和监测强化合规文化的持续优化。同时阐述了组织保障,技术保 障,人力保障对 S 银行合规文化建设优化的作用。 银行合规文化建设是银行业发展的必然要求,本文在为 S 银行提供合规文 化建设优化建议的同时,也对其他商业银行的合规文化建设具有一定的实际指 导作用。  
英文摘要:In the light of escalating competition within the global financial market, the complexity surrounding the evolution of risks is on a steady rise, the financial regulatory requirements are becoming more stringent, and the internal and external environment has undergone tremendous changes. Against this background, commercial banks should pay more attention to compliance. Building a regulatory culture, improving compliance management standards, and meeting regulatory requirements with high quality can promote the safe, orderly and sustainable development of banking business. This research paper delves into the current state of the banking industry, building upon the insights provided by both domestic and international scholars in the realm of compliance culture construction. The methodology employed in this study involves an extensive literature review and thorough case analysis, and takes S Bank China Co., Ltd. of a multinational banking group as an example to integrate the construction of compliance culture and combined with the daily work, systematically analyzed the construction of S Bank's compliance culture. Firstly, this study elaborates on the existing state of compliance culture management within S Bank, providing a comprehensive overview of its current status and practices. Secondly, through employee interviews, the main problems and reasons of Bank S’s compliance culture construction are analyzed, including the imperative to enhance the implementation of compliance concepts, emphasizing the necessity for improved system integration and enhancement of existing systems; the close relationship between the group and Bank S China needs to be improved; accountability system is not specific; the assessment and incentive system does not work effectively. Finally, it explains the strategy of S Bank’s compliance culture construction, including strengthening compliance culture risk management by building three lines of defense; improving employees’ recognition of compliance culture through publicity and implementation; and continuously increasing the management’s emphasis on compliance culture ; Promote the formation of a compliance culture by strengthening the establishment of a robust compliance system Abstract III is paramount, with a focus on bolstering process management through the implementation of an advanced digital compliance framework; strengthen the continuous iteration of a compliance culture by improving feedback mechanisms and monitoring. While providing S Bank with suggestions on compliance culture construction, it also has a certain practical guiding effect on the compliance culture construction of other commercial banks.
