中文摘要: 近年来,第四次工业革命加快发展渗透,在“世界百年未有之大变局”和“疫情后时代”的双重影响下,当前世界呈现相互依存、瞬息万变、错综复杂的三大特征,同时伴随社交隔离、生产无人化和自动化等客观需求,促进了数字产业化和产业数字化飞速发展。在政策、产业、技术等因素的推动下,电信运营商积极适应数字经济的时代特征,面向数字化发展加快布局,取得了积极成效。在这样的发展大势下,天津移动公司的发展困境形成反差,由于在移动网络和固定网络融合竞争中失利,天津移动公司面临了客户流失、收入下滑、效益亏损等多重问题,同时也存在落实中国移动集团公司发展战略不够体系化、属地化的情况,亟待通过自身发展战略进一步明确发展方向,尽快调整扭转被动局面。同时,天津移动公司所处的天津市作为超大型城市,具有人口基数较大、人口特征显著、对数字经济发展较为重视等特点,天津移动公司区域竞争对手的发展均处于其集团内部排名的靠前位置,较为积极的外部环境与其自身发展困境的鲜明对比也提供了研究价值。因此,对天津移动公司的案例研究和对策分析,在带动天津移动公司发展转型的同时,也可以为电信运营商的省公司转型发展提供案例参考。 本文以天津移动公司面临的问题为切入点,运用PEST、“五力”模型、VRIO框架、价值链、SWOT等工具,对天津移动公司所在的内外部环境进行深入分析,提出随着通信行业的转型升级,中国移动省公司的战略制定和实施重在因地制宜对集团公司的战略承接和落地,各省运营商之间的竞争实际上更接近于集团层面的能力竞争,而非仅将目光定位在省公司自身的能力上。结合中国移动集团公司能力布局和天津发展实际,以此提出天津移动公司应面向以智慧港口、车联网、数字政府为核心的战略方向加快转型。 围绕战略方向,本文提出战略实施路径和措施,从环境风险、政策风险、行业竞争风险、模式落地风险、财务风险五方面进行风险分析,并从组织、队伍、资源、创新、机制、氛围等方面提出实施保障因素。其中,重点实施措施均纳入了天津移动公司工作报告部署中,为本文研究成果的落地实践提供了保障,提升了论文的价值贡献。 
英文摘要: In recent years, the accelerated development and penetration of the Fourth Industrial Revolution, coupled with the dual impact of the "unprecedented global changes of the century" and the "post-pandemic era," have led to a world characterized by interdependence, rapid change, and complexity. Simultaneously, objective demands such as social distancing, automation, and digitization of production have spurred the rapid development of digital industrialization and industrial digitization. Driven by factors such as policies, industries, and technologies, telecommunication?operators have actively adapted to the characteristics of the digital economy, accelerated their digital development layout, and achieved positive results.?However, against this backdrop of development trends, China Mobile Tianjin Branch(abbreviated as Tianjin Mobile Company)?has faced a dilemma. Due to its failure in the competition for integration of mobile networks and fixed networks, Tianjin Mobile Company has encountered multiple issues including customer churn, revenue decline, and loss of profits. Additionally, there are concerns regarding the lack of systematic and localized implementation of China Mobile Group Corporation's development strategy. It is urgent for Tianjin Mobile Company to further clarify its development direction through its own development strategy and promptly adjust and reverse its passive situation.?It is worth noting that Tianjin Mobile Company operates in Tianjin?City, a mega-city with a large population base, distinctive demographic characteristics, and a strong emphasis on digital economic development. The regional competitors of Tianjin Mobile Company all rank within the top positions within their respective groups, creating a vivid contrast between the proactive external environment and the company's internal development challenges. Therefore, case studies and strategic analysis of Tianjin Mobile Company not only contribute to driving its transformational development but also provide valuable references for other provincial companies in telecommunications industry seeking their own paths towards transformation and growth. This thesis takes the current problems faced by Tianjin Mobile as the starting point, uses tools such as PEST, Five Forces model, VRIO framework, value chain, SWOT, etc. to conduct an in-depth analysis of the internal and external environment in which Tianjin Mobile operates. It proposes that with the transformation and upgrading of the communication industry, the strategic formulation and implementation of China Mobile Provincial Companies should focus on adapting to local conditions for the strategic undertaking and implementation of the Group Company. The competition among provincial operators is actually more similar to a capacity competition at the group level rather than just focusing on the capabilities of the provincial company itself. Based on this, it proposes the strategic direction of "Smart Port, Internet of Vehicles, Digital Government" for Tianjin Mobile. Around this strategic direction, this thesis proposes a strategic implementation path and measures. It conducts a risk analysis from five aspects: environmental risks, policy risks, industry competition risks, model landing risks, and financial risks. It also proposes implementation guarantee factors from organizational, team, resource, innovation, mechanism, and atmosphere aspects. Among them, key implementation measures have been included in the deployment of Tianjin Mobile Company's work report, providing a guarantee for the practical implementation of the research results of this thesis and enhancing its value contribution.
