中文摘要：	2021年在新冠疫情、国产润滑油品牌不断崛起、新能源汽车的大力推广以及低碳政策的全面推行等多重因素影响下，传统润滑油行业竞争不断加剧。2022年上半年国内外经济形势愈加复杂，华东部分地区受新冠疫情影响封锁长达两月之久，汽车经济受到前所未有的影响，润滑油制造企业竞争进一步加剧。PIMS行业调研结果公布后，企业运营成本竞争力在行业所处水平则引发了管理者们对成本管控的更多思考。E公司以其优质的产品以及卓越的服务在传统润滑油行业中一直占据着优势地位，在行业环境发生变化的当下如何以PIMS行业调研报告为抓手继续深化企业优势地位是一个必须要考虑的运营管理问题。本文以外资润滑油生产企业作为研究对象，基于PIMS行业调研结果，从E公司生产工厂运营现状、成本构成和运营成本管控的战略意义等研究背景出发，提出本课题研究的必要性。 本文拟总结和回顾当前国内外关于生产运营管理、成本管控以及PIMS行业调研的相关理论，结合E公司生产工厂当前运营成本管控现状，充分剖析企业运营成本的费用构成。并基于最新的PIMS润滑油行业调研报告，对企业当前运营成本管控中人力成本和能耗成本存在的问题以及成因进行剖析。结合组织规模优化、流程制度重造、绿色能源应用、智能制造等先进技术在企业生产运营成本管控优化方面的重要作用提出E公司生产工厂成本管控优化改进方案。通过优化方案的执行保障措施，预期将获得显著的运营成本优化成果，促进E公司生产工厂润滑油产品运营成本的降低，从而使企业盈利能力与综合竞争力有所提升。用具有充分竞争优势的产品运营成本助力E公司突围而出，进一步扩大市场占有率。同时也通过自动化设备应用、数字化信息平台的引入使E公司具备满足智能制造新型生产运营成本管控模式的基本条件。 最后总结研究结果并进行未来研究情况展望。通过本文的研究分析，为行业内企业的运营成本管控带来一些启示，并为润滑油行业的生产运营成本管控模式优化提供参考和借鉴。
英文摘要：	In 2021, under the influence of multiple factors such as the COVID-19, the rise of domestic lubricant brands, the vigorous promotion of new energy vehicles and the comprehensive implementation of low-carbon policies, competition in the traditional lubricant industry continues to intensify. In the first half of 2022, the economic situation of domestic and abroad has become more complex, and some parts of East China even been locked down for two months due to the impact of COVID-19, the automobile economy has been affected unprecedented, and the competition of lubricant manufacturing enterprises has been further intensified. After the publish of PIMS industry survey results, the competitiveness of enterprise operating cost in the industry level has triggered more thinking of the management on cost control. With its high-quality products and excellent service, E Company has always occupied a dominant position in the traditional lubricant industry. Along with the changing industry environment, how to continue to deepen its dominant position with the PIMS industry research report is an operational management issue that must be considered. This thesis takes foreign-funded lubricant production enterprises as the research object, based on the research results of PIMS industry, and starting from the research background of E Company's production plant operation status, cost composition and strategic significance of operating cost control, etc., proposes the necessity of this research topic. This thesis intends to summarize and review the current domestic and foreign theories on production operation management, cost control and PIMS industry research, and fully analyze the cost composition of enterprise operating costs combined with the current operating cost control status of E Company's production plant. Based on the latest PIMS lubricating oil industry research report, the existing problems and root causes of labor cost and energy consumption cost in the current operating cost control of enterprises are analyzed. Beside organization scale optimization and process system reconstruction, the green energy and advanced manufacturing equipment also been proposed consider the importance of advanced technologies application in the optimization of operation cost control of enterprises. Through the implementation safeguard measures of the optimization plan, it is expected to obtain significant results of operating cost optimization, promote the reduction of the operating cost of lubricating oil products in the production plant of E Company, and improve the profitability and comprehensive competitiveness of the enterprise. With a full competitive advantage of product operating costs to help E company break out from current competitive environment, further expand the market share. At the same time, through the application of automation equipment and the introduction of digital information platform, E Company has the basic conditions to meet the new operation cost control mode of intelligent manufacturing. Finally, the research results are summarized and the future research situation is prospected. Through the research and analysis of this thesis, it brings some enlightenment to the operating cost control of enterprises in the industry, and provides reference for the optimization of operating cost control mode in the lubricant industry.
