中文摘要：	摘 要 发展战略研究关系到企业的生存与发展。面对我国经济发展带来的机遇和国际化竞争带来的挑战，作为一家大型国有建筑施工企业，天津城建集团有限公司如何抢抓发展机遇，成功制定并实施既符合企业外部环境要求，又与企业资源匹配的发展战略，这是企业今后生存发展面临的重要问题。 本文以天津城建集团发展战略研究为主线，首先运用PEST和波特“五力”模型分析，指出了目前集团面临的外部环境、行业竞争现状和行业发展趋势，并利用EFE矩阵对外部因素进行了评价；运用GREP资源要素分析和核心能力分析，实事求是地评价了集团内部各种资源要素和竞争力现状，进一步明确了集团发展的优势和劣势，并利用IFE矩阵进行了内部因素评价，为制定符合行业发展趋势和企业发展特点的发展战略提供了科学依据和决策基础。然后，按照理论分析和集团发展使命要求，运用SWOT综合矩阵分析，提出了四种基本发展战略备选方案，采取 QSPM方法对备选方案进行了筛选，确立了实施以增长型战略为主的产业发展战略、市场开发战略、产品竞争战略、资本发展战略和创新发展战略，为集团形成独特的竞争优势指明了方向和实现途径。最后，提出了战略实施与控制举措。通过建立企业治理模式与组织结构保障体系、人力资源保障体系、企业文化保障体系等战略实施保障体系，进行实施过程中的风险防范与动态调整，形成了战略制定、实施、监控、调整系统，为集团发展战略在企业的有效运行提供了强有力的支持和保证。 本文综合运用文献分析、实践调研等方法，对研究问题主体展开研究论证，以保证研究成果的科学性。由于研究对象天津城建集团具有国有独资企业性质和几十年的发展历史，决定了本文研究结果不仅对本企业发展有所帮助，同时对其它建筑施工企业也具有一定的指导性和针对性意义。
英文摘要：	Abstract The research on development strategy is related to the survival and develepment of an enterprise. Facing opportunities of Chinese economical development and challenges of international competition, it is important issues for Tianjin Urban Construction Group Co.LTD, as a municipal state-owned construction enterprise, to how to seize the development opportunities, successful formulate and implement development strategy that agree external environment and match with the enterprise resource. The thesis is base on the development strategy of Tianjin Urban Construction Group Co.LTD. First of all, it prints out the current external environment the Group facing, the status quo of industry competition and industry trends, using PEST and Porter’ Five Forces Model analysis, and evaluat the external factors taking use of EFE matrix. By use of GREP resource factor analysis and key competitiveness analysis, it not only asseses of internal resources and the status quo of competitive elements realisticly, but also further finds out the strengths and weaknesses of the Group's development, and evaluat the internal factor using IFE matrix. It provides a scientific basis and the basis for decisions for formulating development strategy in line with industry trends and characteristics of enterprise development. Then, according to theoretical analysis and the requirements of the Group's development mission, the thesis puts forward four basic development strategies by the methods of SWOT comprehensive analysis, and adopts QSPM method to screen the options, and propose implementing growth-oriented development strategies, such as industries developing strategy, market positioning strategy, capital developing strategy, products competiting strategy and innovating development strategy in order to direct the Group forming unique competitive advantage. Finally, the thesis develops a strategic implementation and control measures. Through the establishment of corporate governance model, organization structure security system, human resources security system and the enterprise culture security system, we can carry out risk prevention and dynamic adjustment during the process of strategy implementation and establish the system of strategy formulation, implementation and monitoring in order to provide strong supports and assurances for the effective operation of the Group development strategy. The thesis use theoretical analysis, practical research and so on to research the main arguments in order to ensure the scientific research results. Because the study object is a state-owned enterprise having a several decades developing history, the results of this study not only help our company’s development but also give guidance and specific meaning to other companies.
