| 中文摘要： | 高新区是我国高新技术研究和产业化的主要载体，承担着支撑我国加快高新技术产业集聚、提升产业整体竞争力和实现高新技术领域跨越式发展的重任。在国际竞争和新技术革命潮流的影响下，在国内不断深化改革开放的背景下，我国的高新区也得到了蓬勃的发展。2005年，天津滨海新区被正式列入国家发展战略总体布局，这为全面提升天津高新区的竞争优势提供了前所未有的机遇。作为国内最具影响力的高新区之一，天津高新区面临着新的机遇和挑战，如何调整理念，如何保持长期的高速增长，如何打造和保持天津高新区的竞争优势是本文需要研究的课题。 本文重点考察了波特的钻石模型理论在高新区竞争优势研究中的应用，在对高新区的特点和相关理论进行研究分析的基础上，对波特的钻石模型进行了修正和细化，构建出适合分析高新区竞争优势的钻石模型。通过运用钻石模型对天津高新区各要素及其作用机制的实证分析以及总结出的天津高新区打造竞争优势过程中的比较优势和制约因素，提出了以持续创新为核心整合各类创新要素协调发展是天津高新区形成和保持竞争优势的最大关键，并在此基础上提出了包括人才战略、金融改革、产业集群、政府服务、抢抓机遇、良性竞争等多方面的系统性的政策建议，为保持天津高新区的快速发展提供持续的竞争优势。 | |
| 英文摘要： | High-tech Zone, a major body of high-tech research and industrialization in China, is responsible for supporting high-tech industry cluster in China, enhancing the overall competitiveness of industry, and improving great-leap-forward development of high-tech. Under the influence of international competition and the trend of new technological revolution, against the background of deepening reform and opening up in our country, China's high-tech zones scored vigorous developments, and Tianjin high-tech zones has become the most influential one of them. In 2005, Tianjin Binhai New Area was officially included in the overall national development strategies; it brought unprecedented opportunities of enhancing the competitive advantage of Tianjin high-tech zones. "To pilot Binhai New Area, to support the development of Binhai New Area" is the overall strategic positioning of Tianjin high-tech zones. Tianjin Hi-tech District, is facing new opportunities and challenges, how to adjust the concept, how to maintain a long-term growth, how to maintain a competitive advantage are the questions that will be further studied in this article. The paper focuses on the competitiveness of High-tech Zone by using the theory of Michael E·Porter’s Diamond Model. The paper modified and refined Porter’s Diamond Model based on the analysis of the characteristics and related research of high-tech zones, and built a suitable model for the competitive advantage research of high-tech zones. The paper summarized the advantage and disadvantage of Tianjin Hi-tech Zone by analyzing the elements of Tianjin Hi-tech Zone, and considered that continual innovation is the key point of building a competitive advantage in Tianjin Hi-tech Zone. At the end, the paper emphasized that we should make a systematic policy recommendations, such as talent strategy, financial reform, industrial clusters, government services, seize opportunities, healthy competition and other aspects, to sustaining the competitive advantage of Tianjin Hi-tech Zone. | |
