中文摘要: 近年来我国电力行业围绕“碳中和,碳达峰”目标,积极推进新型能源体系建设,风电、太阳能、水电等新能源装机容量占比持续扩大,在此情形下,火力发电作为传统发电形式,由于自身污染大、损耗高,加上电力市场当前环境下发电的成本端与收入端条件限制,火电经济利润大幅削减,经营发展愈发困难。 2017年起,电力行业作为我国深化供给侧结构性改革的重点领域之一,涉及加快淘汰落后产能、严控新增煤电规模等一系列政策相继出台,火力发电原有的计划性与垄断性优势不复存在,甚至经营每况日下。以张家口地区为例,该地区风资源与太阳能资源丰富,为新能源产业带来坚实发展基础,同时地方获批的新建、改建机组项目技术先进,生产效率高,均给旧有的传统火电带来极大竞争压力。五大电力集团之一的大唐公司,在张家口地区的火电业务发展已有长达四十余年历史,原本在地方处于龙头地位,随着该地区新能源电力的崛起与超临界、超超临界机组技术的革新,该公司在本地的竞争局面不容乐观。因此,本文以大唐公司张家口地区的火力发电业务为研究对象,采用案例法和文献分析法,通过PEST分析、波特五力竞争分析、资源能力分析等方法对火力发电业务的外部与内部环境进行剖析,结合现实情境中业务竞争现状及存在的问题,对竞争战略进行制定与选择,最终选取成本领先战略作为主要竞争战略。通过战略实施,调整组织结构,严格控制行动,及时调整文化,并以价值链为基础分析关键活动,逐项细化落实保障举措,实现“降本增效”,巩固大唐公司在张家口电力市场中火力发电业务的竞争地位。 大唐公司在张家口地区火力发电业务历史悠久,作为传统火电行业发展的一个缩影,其面对的困境具有一定的典型性和共性,本文通过对其竞争战略的研究,为身处同样困境的火电企业提供一定的借鉴性和参考意义。  
英文摘要: In recent years, China's power industry around the "carbon neutral, carbon peak" goal, actively promote the construction of new energy system, wind power, solar energy, hydropower and other new energy installed capacity continues to expand, in this case, thermal power generation as a traditional form of power generation, due to its own pollution, high loss, coupled with the current environment of the power market cost and income conditions of power generation. The economic profit of thermal power has been sharply reduced, and the business development has become more difficult. Since 2017, the power industry, as one of the key areas of deepening supply-side structural reform in China, has introduced a series of policies involving accelerating the elimination of backward production capacity and strictly controlling the scale of new coal power, and the original planning and monopoly advantages of thermal power generation no longer exist, and even the operation is declining. Taking Zhangjiakou as an example, the region is rich in wind resources and solar energy resources, which has brought a solid foundation for the development of the new energy industry, and the local approved new and rebuilt unit projects have advanced technology and high production efficiency, which have brought great competitive pressure to the old traditional thermal power. Datang Company, one of the five major power groups, has been developing thermal power business in Zhangjiakou for more than 40 years. Originally, it was in a leading position in the local area. With the rise of new energy power in the region and the innovation of supercritical and ultra-supercritical unit technology, the local competition situation of the company is not optimistic. Therefore, this paper takes the thermal power generation business of Datang Company in Zhangjiakou as the research object, adopts the case method and literature analysis method, and analyzes the external and internal environment of thermal power generation business through PEST analysis, industry analysis, SWOT analysis and resource capability analysis, and compares and analyzes the strategies of different business layers based on the current situation and shortcomings of business competition in the real situation. Finally, the cost leadership strategy is chosen as the main competitive strategy. Through the implementation of the strategy, adjust the organizational structure, strictly control actions, timely adjust the culture, and refine the main costs in the process of value production, detail the implementation of security measures one by one, to achieve "cost reduction and efficiency", and consolidate Datang's competitive position in the thermal power generation business in Zhangjiakou power market. Datang's thermal power business in Zhangjiakou has a history of more than 40 years. As a microcosm of the development of the traditional thermal power industry, the predicament it faces has certain typicality and commonality. The research on its development strategy in this paper has certain reference significance for the thermal power enterprises also facing transformation in this industry. So as to give full play to the political significance and enterprise value, to provide practical significance.
