中文摘要:近年来,随着房地产市场的快速发展与城市间的两极分化,政府不断出台各种政策调控措施,以应对房地产市场的波动。尤其是在解决人民住房需求,贯彻落实“房住不炒”的基本理念方面,不断出台新政策。作为保障人民住房的重要手段,自持租赁住房已经成为当前国内多个试点城市的重要方向之一。然而,自持租赁住房与传统商品住宅相比,其拥有更长的生命周期,对房地产开发商而言,意味着更多的风险和更长的资金回报周期,因此更要进行合理有效地风险管理研究。 本文以A公司B房地产开发地块项目为例,该项目由纯商品住宅和自持租赁住宅两部分组,对其以实践理论结合的方法进行风险管理研究。首先采用头脑风暴方法,对商品住宅和自持租赁住宅两部分的风险因素分别进行了搜集并整合,再经过德尔菲法的修订,使其形成了一套更科学可靠的风险清单。在风险评估阶段,则采用了层次分析法和熵权法对各项风险因素构建体系,确定了各项风险指标的权重,然后运用模糊综合评估法进行各项风险定量并整体评估。根据最终评估结果对重大风险制定了相应的风险应对措施。 通过对A公司B地块项目的风险管理进行全面研究分析,希望本文研究成果能为自持租赁住房的风险管理提供了一定的参考和借鉴,帮助开发商加强风险管理意识,重视风险管理的实践和落地,以应对当前形势下地产开发的风险挑战,最终提高开发商的经济效益和社会效益。 
英文摘要:In recent years, with the rapid development of the real estate market and the polarization of cities, the government has continuously implemented various policy measures in respond to fluctuations in the real estate market. Especially in meeting the housing needs of the people and implementing the basic principle of "Housing is for living, not for speculation," new policies are constantly being introduced. As an important means to guarantee people's housing, self-owned rental housing has become an important direction for many pilot cities in China. However, self-owned rental housing has a longer life cycle than traditional commercial residential properties, which means more risks and a longer investment horizon for real estate developers. Therefore, it is necessary to conduct reasonable and effective risk management research. In this thesis, both practical and theoretical approaches are used to conduct risk management studies, using Company A's and Company B's real estate development projects, which consist of both commercial residential properties and self-owned rental housing. Firstly, the risk factors for commercial residential properties and self-owned rental housing are collected and integrated using the brainstorming. Then, a more scientific and reliable risk list is formed by using the Delphi correction. In the risk assessment step, the Analytic Hierarchy Process (AHP) and Entropy Weight Method are used to construct a system for various risk factors, determine the weight of each risk indicator, and then use the Fuzzy Comprehensive Evaluation Method to quantitatively evaluate and overall evaluate each risk. Based on the final evaluation results, corresponding risk response measures are developed for significant risks. Through comprehensive research and analysis of the risk management of the A Company B real estate development project, it is hoped that the research results of this thesis can provide some reference and guidance for the risk management of self-owned rental housing, help developers strengthen their risk management awareness, and attach importance to the practice and implementation of risk management, in order to respond to the current challenges of risk in real estate development and ultimately improve the economic and social benefits of developers.
