中文摘要:在现今的全球环境中,科技革命和产业转型正在持续涌现,数字技术迅速发展。大数据、人工智能和云计算等先进技术的广泛应用促进了保险科技的蓬勃发展,而全球范围内的疫情则加速了保险业的数字化进程。在保险行业中,数字化转型面临着独特的复杂性,对与数字化转型相关的系统提出了更为严格的标准。保险公司核心业务系统是其日常运营活动的基础支柱。在面对业务增长、技术升级和法规变化等因素时,核心业务系统往往需要进行提升和改进。然而,核心业务系统项目实施过程中往往会涉及项目变更管理。变更管理是一项既复杂又具有挑战性的工作,需要保险公司在保证业务连续性的同时,最大限度地减少对当前系统和业务的干扰。为此,保险公司需要合理规划、积极管控,才能确保项目顺利进行,并在保持数字化转型质量的同时提高业务效率。 本文基于AC保险公司核心业务系统项目,通过实际案例分析,探讨了项目变更的现状、问题和原因。分析表明,项目变更存在项目范围不断蔓延、项目进度拖延、项目成本超支等问题。通过数据和专家访谈分析,原因是项目变更流程控制不规范、项目变更评估机制不健全、项目变更相关方参与不足所导致。为了更好地应对项目的变动,有必要成立一个项目变更控制委员会来优化项目变更管理;其次,当项目发生变动时,有必要对项目变更的管理流程进行优化,以确保变动能够顺利进行、降低潜在风险并确保项目的成功实施;最后,通过项目变更的量化指标和考核,帮助项目团队和管理层了解变更管理的绩效和效果,从而确保决策过程的科学性和针对性。 最终,经过改进的项目变更管理方案在AC保险公司团体保险核心业务系统项目中得以落地实施。这套项目变更管理方法的具体应用于核心业务系统项目带来了显著的成果,包括项目质量的提升、项目进度的改善、用户满意度的增加,最终成功交付了全新的团体保险核心业务系统,实现了超出用户预期的效果。这个成功的应用案例验证了改进后的项目变更管理方法在保险公司核心业务系统项目中的有效性,并为同行业树立了积极的榜样,具有广泛的借鉴意义。 
英文摘要:In today's global landscape, technological revolutions and industrial transformations are continuously emerging, with rapid advancements in digital technology. The widespread application of advanced technologies such as big data, artificial intelligence, and cloud computing has driven the flourishing of insurtech, and the global pandemic has accelerated the digitization of the insurance industry. Digital transformation in the insurance sector poses unique complexities, necessitating stricter standards for systems related to digitalization. Core business systems of insurance companies serve as the foundational pillars for their day-to-day operations. Faced with factors such as business growth, technological upgrades, and regulatory changes, core business systems often require enhancement and improvement. However, core business system projects frequently involve project change management. Change management is a complex and challenging task, requiring insurance companies to ensure business continuity while minimizing disruption to the current systems and operations. To achieve this, insurance companies need to plan effectively and proactively control the process to ensure project success and increased operational efficiency while maintaining the quality of digital transformation. This thesis is based on the core business system project of AC Insurance Company, and through a real-world case analysis, it explores the current state, issues, and reasons for project changes. The analysis indicates that project changes involve problems such as the continuous expansion of project scope, project delays, and cost overruns. Based on data and expert interviews, it is evident that the causes are the lack of standardized control in the project change process, an inadequate assessment mechanism for project changes, and insufficient involvement of project change stakeholders. To better respond to project changes, it is necessary to establish a project change control committee to optimize project change management. Additionally, when projects undergo changes, it is essential to streamline the management process for project changes to ensure smooth transitions, reduce potential risks, and guarantee the successful implementation of the project. Finally, through quantifiable metrics and assessments of project changes, this aids project teams and management in understanding the performance and impact of change management, ensuring that decision-making processes are both scientific and targeted. Ultimately, the improved project change management approach was implemented within AC Insurance Company's group insurance core business system project. The specific application of this project change management method to core business system projects has yielded significant outcomes, including enhanced project quality, improved project timelines, increased user satisfaction, and ultimately successful delivery of a new core business system, surpassing user expectations. This successful application case validates the effectiveness of the improved project change management approach within insurance companies' core business system projects, setting a positive example for the industry and offering valuable insights for others.
