中文摘要:随着当今全球经济的持续发展,物流产业在国民经济中扮演着越来越重要的角色,“物流”决定“商流”的现象也越来越显著,物流产业的发展已经在某种程度上代表了一个国家的现代化发展程度,已成为一个国家综合实力的象征。在此背景下,伴随“一带一路”倡议的提出,国际物流运输又成为了最为火热的名词,中欧班列作为“一带一路”建设下互联互通的标杆和示范项目,各省市纷纷成立中欧班列管理运营平台公司,近年来也均得到了长足的发展。在中欧班列迎来前所未有的发展机遇的同时,也伴随着部分中小型中欧班列管理运营平台公司战略规划不清晰,制约可持续、高质量发展的问题,亟待解决。 本文以天津中欧班列管理运营平台公司(以下简称“天津班列平台公司”)为研究目标公司,依托企业发展战略理论,首先对天津班列平台公司内部资源禀赋和现阶段已具备的能力进行分析,采用优势和劣势的二分法,总结分析天津班列平台公司内部环境情况;然后对天津班列平台公司外部宏观政策、市场导向和微观竞争态势进行分析,采用机会和威胁的二分法,研究归纳天津班列平台公司外部环境情况;之后通过将天津班列平台公司内部环境情况和外部环境情况进行对照分析,选出适合天津班列平台公司的若干备选战略方案,并在此基础上通过定量分析,得出现阶段最适合天津班列平台公司发展的“差异化经营战略和纵向一体化业务发展战略相结合”的发展战略;最后将发展战略具化为具体行动,以BSC平衡计分卡和战略地图对既定发展战略进行实施路径规划,并制定完善绩效考核体系、提升风险管理能力、加强对外宣传力度和营造优质企业文化等保障措施,为天津班列平台公司发展战略的有效、高效实施提供了保障。 本文在系统梳理国内外战略管理理论、物流与供应链管理理论研究现状的基础上,结合风险管理、财务管理、信息化管理、人力资源管理、企业文化建设和企业品牌管理理论,对天津班列平台公司现阶段存在的问题和下一步发展的方向进行了合理的分析和科学的解答,对天津班列平台公司下一阶段的发展指导意义重大。同时,本文的研究方法和思路还可以为其他省市的中欧班列管理运营平台公司,尤其是中小型中欧班列管理运营平台公司的发展提供参考和借鉴。 
英文摘要:With the continuous development of the global economy, the logistics industry plays an increasingly important role in the national economy. The phenomenon that "logistics" determines "business" is becoming more and more obvious. The development of the logistics industry has already reached a certain level .It represents the degree of modernization and development of a country and has become a symbol of a country's comprehensive strength. In this context, with the proposal of “the Belt and Road” initiative, international logistics and transportation have become the most popular term in China. CHINA RAILWAY Express serve as a benchmark and demonstration project for connectivity . Provinces and cities have established platform companies to manage and operate International railway transport between China and Europe,and these platform companies have also achieved considerable development in recent years. At the same time, some small and medium-sized platform companies have confusion strategic , which restricts sustainable and high-quality development of the company and needs to be solved urgently. This paper takes Tianjin China-Europe Railway Express Management and Operation Platform Company (hereinafter referred to as "Tianjin Railway Platform Company") as the target company . Based on the Enterprise development strategy theory,it first conducts an analysis of the internal resource endowments and current capabilities. Use the Dichotomy of Strengths and Weaknesses to summarize and analyze the internal environment of the Tianjin Railway Platform Company. Then use the dichotomy of opportunities and threats to analyze external macro policies, market orientation and micro competition situations, study and summarize the external environment . Then conduct a comparative analysis of the internal environment and external environment to select several alternative strategics that are suitable for Tianjin Railway Platform Company and adopt them. On this basis Quantitative analysis led to the development strategy of “combining differentiated business strategy and vertically integrated business development strategy” that is most suitable for the development of Tianjin Railway Platform Company at this stage; finally, the development strategy was transformed into specific actions, using the BSC balanced scorecard and strategic map to plan the implementation path of the established development strategy, formulate and improve the performance appraisal system, improve risk management capabilities, strengthen external publicity and create high-quality corporate culture and other safeguard measures to provide effective and efficient implementation of the development strategy of Tianjin Railway Platform Company. This paper systematically reviews the current research status of strategic management theory, logistics and supply chain management theory at home and abroad, and adopt the theories of risk management, financial management, information management, human resources management, corporate culture construction and corporate brand management to analyze the the existing problems and the developing direction of the Tianjin Railway Platform Company, which is of great significance to guide the development of the Tianjin Railway Platform Company in the next stage. At the same time, the research methods and ideas of this paper can also provide reference for the development of platform companies of other provinces and cities, especially for the small and medium-sized companies.
