| 中文摘要: | 在经济发展中,政府通过出台一系列宏观经济政策和措施来促成一部分项目落地,这些项目具有自身还款周期长,回报低等特点,因此很难在金融市场中融资,但这些项目又是经济发展的必需项目,称为政策性项目。此类项目解决融资问题途径之一就是政府通过成立政策性银行来实现此类政策性项目的发展。T市农业发展银行(以下简称:农发行T分行)为直辖市省级分行,在业务发展过程中,根据国务院和农发行总行的要求推出了很多更加贴合自身发展需要的绩效考核指标。 本文以农发行T分行对其辖内支行机构的绩效评价为研究对象,通过深入阅读国内外相关文献,详细阐述了政策性银行及其在绩效评价中理论,然后对农发行T分行进行了详细的介绍,包括对农发行T分行现行绩效考核管理办法。在分析过程中,通过查阅案例和T市统计年报,了解T市各个辖区的发展情况,分析农发行T分行绩效考核中存在的问题。 通过分析,发现农发行T分行的绩效评价存在无法排除地区差异影响因素,无法设定灵活绩效评价目标等问题。针对这些问题,本文提出了若干条优化绩效评价的措施,包括对农发行T分行现有的绩效评价进行了指标的补充,优化了绩效评价体系,引入层次分析法对新加入的指标进行加权等措施。 在优化新的绩效评价指标后,带入2021年实际数据,通过分析优化前后的绩效评价进行对比分析,进一步体现新绩效评价的优点。 本文的研究结果为我国政策性银行的绩效评价提供了新的思路和工具。这些新的思路和工具能够排除地区干扰因素,同时灵活设置绩效评价指标,能够加强管理层与基层员工进行上下及时沟通。这不仅有助于政策性银行更准确地进行绩效评价,更好地实现其业务目标,也有助于提升员工对绩效评价过程的参与度,提升员工的工作效率和满意度,从而推动政策性银行的整体发展。同时,本文的研究结果也为其他组织机构在进行绩效评价时提供了有价值的参考。 | |
| 英文摘要: | In economic development, the government promotes the implementation of projects through a series of macroeconomic policies and measures. Some of these projects are difficult to finance in the financial market due to their long repayment cycles and slow returns, but they are also essential projects for economic development. Therefore, one of the solutions is to establish policy banks to achieve the development of policy businesses. The Agricultural Development Bank of T City (hereinafter referred to as the Agricultural Development Bank T Branch) is a provincial-level branch of a municipality directly under the central government. In the process of business development, according to the requirements of the State Council and the Agricultural Development Bank of China, many performance evaluation indicators have been introduced that are more in line with their own development needs. This thesis takes the performance evaluation of Agricultural Development Bank T Branch on its branch institutions within its jurisdiction as the research object. Through in-depth reading of relevant literature at home and abroad, it elaborates on policy banks and their theories in performance evaluation, and then provides a detailed introduction to Agricultural Development Bank T Branch, including the current performance evaluation management methods of Agricultural Development Bank T Branch. During the analysis process, by reviewing case studies and T city's annual statistical report, the development situation of each jurisdiction in T city was understood, and the problems in the performance evaluation of the Agricultural Development Bank T branch were analyzed. Through analysis, it was found that there are issues in the performance evaluation of Agricultural Development Bank T Branch, such as the inability to exclude regional differences and set flexible performance evaluation goals. In response to these issues, this thesis proposes several measures to optimize performance evaluation, including implementing the existing performance evaluation indicators of Agricultural Development Bank T Branch, optimizing the performance evaluation system, and introducing Analytic Hierarchy Process to weight the newly added indicators. After optimizing the new performance evaluation indicators, the actual data of Agricultural Development Bank T Branch in 2021 will be incorporated into the optimized performance evaluation indicators. By comparing with the actual performance evaluation indicators before optimization in 2021, we can to some extent solve the performance evaluation after optimization. The research results of this thesis provides new ideas and tools for the performance evaluation of policy banks in China. These new ideas and tools can eliminate regional interference factors and flexibly set performance evaluation indicators, which can strengthen timely communication between management and grassroots employees. This not only helps policy banks to conduct more accurate performance evaluations and better achieve their business goals, but also helps to increase employee participation in the performance evaluation process, improve employee work efficiency and satisfaction, and thus promote the overall development of policy banks. At the same time, the research results of this thesis also provide valuable references for other organizations when conducting performance evaluations. | |
