中文摘要:近年来,国内外环境发生深刻变化,工程勘察设计行业既面临政策驱动下向工程总承包、全过程工程咨询等方向转型发展的新机遇新格局,也面临经济下行、后疫情影响、市场冲击等新变化新挑战。同时,在ZQ工程公司所服务的国内汽车行业在经历了20年的黄金发展期后,近年来呈现出行业产能过剩、增长空间见顶、市场竞争惨烈等新变化,叠加当前智能化、双碳战略对行业和企业的技术、产品服务变革提出全新挑战。伴随着过去十余年行业的高速发展,ZQ公司也实现了快速发展,经营规模不断扩张,组织机构愈加庞大,但战略管理体系建设相对薄弱,战略管理对引领企业发展的作用发挥有限。当前一系列变化驱动企业需要深刻分析研判形势,制定出一套相对科学、客观、具有引领性的中长期战略规划,并坚定做好战略执行,促使战略目标有效落地。 本文以ZQ工程公司为研究对象,应用企业管理学和战略管理相关科学理论和工具,对过往战略管理现状进行分析,识别、评估战略管理面临的痛点问题,力求围绕问题提出优化方案,完善公司战略管理体系。在战略环境分析阶段,结合管理工具和模型的使用,采用“问卷调查+访谈调研”方式,通过设计一套简单易用、适合ZQ工程公司当前战略管理阶段的环境分析工具,深度分析了ZQ工程公司面临的内外部环境形势;在战略规划制定阶段,基于战略环境分析对战略组合进行设计,研究制定中长期战略发展思路,明确总体及各子项战略目标,并聚焦业务和市场确定具体路径和策略;在战略执行实施阶段,提出重视并做好战略宣贯与解码、建立组织配套资源和保障机制、完善管理支持和保障措施等优化建议,为ZQ工程公司战略管理体系的不断完善提供了参考,也为类似工程企业战略管理体系优化和转型发展提供了实践案例,具有一定的理论和实践研究意义。  
英文摘要:In recent years, there have been profound changes in the domestic and international environment. The engineering survey and design industry is facing new opportunities and patterns of transformation and development towards general contracting and full process engineering consulting driven by policies, as well as new changes and challenges such as economic downturn, post pandemic impact, and market impact. At the same time, after 20 years of golden development, the domestic automotive industry served by ZQ Engineering Company has shown new changes in recent years, such as overcapacity, peak growth space, and fierce market competition. The combination of current intelligence and dual carbon strategies poses new challenges to the technology, product and service transformation of the industry and enterprises. With the rapid development of the industry over the past decade, ZQ Company has also achieved rapid development, with continuous expansion of business scale and increasingly large organizational structure. However, the construction of strategic management system is relatively weak, and the role of strategic management in leading enterprise development is limited. The current series of changes drive enterprises to deeply analyze and judge the situation, develop a relatively scientific, objective, and leading medium and long-term strategic plan, and firmly carry out strategic execution to promote the effective implementation of strategic goals. This article takes ZQ Engineering Company as the research object, applies scientific theories and tools related to enterprise management and strategic management, analyzes the current situation of strategic management in the past, identifies and evaluates the pain points and problems faced by strategic management, and strives to propose optimization plans around the problems and improve the company's strategic management system. In the stage of strategic environmental analysis, combined with the use of management tools and models, a "questionnaire survey+interview survey" approach was adopted. By designing a set of simple and easy-to-use environmental analysis tools that are suitable for the current strategic management stage of ZQ Engineering Company, a deep analysis was conducted on the internal and external environmental situations faced by ZQ Engineering Company; In the stage of strategic planning, design the strategic portfolio based on strategic environment analysis, study and develop medium to long-term strategic development ideas, clarify overall and sub strategic goals, and focus on business and market to determine specific paths and strategies; In the stage of strategic implementation, optimization suggestions such as emphasizing and doing a good job in strategic promotion and decoding, establishing organizational supporting resources and guarantee mechanisms, and improving management support and guarantee measures were proposed, providing reference for the continuous improvement of ZQ Engineering Company's strategic management system and practical cases for the optimization and transformation development of similar engineering enterprises' strategic management system, which has certain theoretical and practical research significance.
