中文摘要: 财务管理是企业管理的中心,而资金管理是财务管理的核心。面对不断变 化的世界政治经济环境和全球数字经济的蓬勃发展,如何优化升级司库管理体 系,以更好地实现风险防控和价值创造,助力企业战略落地和数字化转型,成 为当前各大企业集团面临的重要课题。近年来,大型企业集团开展了司库体系 优化的各类探索,也从理念更新、组织变革或系统升级等方面总结了很多经验, 但是这些探索很多都是孤立地、割裂地进行信息化变革,缺乏统筹规划和高阶 设计,这些经验总结也就难以有效地指导企业进行效仿学习。因此,本文以A 企业集团的实践为案例,系统地研究其优化过程,尝试提出可复制的优化方案。 本文采用了文献分析法、案例研究法,以A 企业集团的司库管理体系为研 究对象,结合战略管理、数据治理以及流程优化等相关理论,分别从定性和定 量的角度分析 A 企业集团当前司库管理体系的历史沿革和运行效果,并归纳总 结存在的一系列现实问题,在此基础上,按照总体目标和分目标的方式设计优 化目标体系,指出了 A 企业集团司库管理体系优化的方向,提出了优化策略, 明确了优化方案。最后,对A企业集团司库管理体系的优化路径、优化效果和 保障措施进行了具体说明。通过 A 企业集团案例的分析设计,期望能对正在开 展司库管理体系优化的大型企业集团起到一定借鉴意义。 本文认为,未来的企业集团司库管理,将会在数字技术的加持下,朝着更 加智能化、自动化和高效化的方向发展,帮助企业更好地管理资金流动、加强 供应链金融管理、进行风险管理和决策支持这将极大地提升企业的运营效率 和竞争力,推动企业的数字化转型和创新发展,并成为企业集团核心竞争优势 之一;随着我国经济的快速发展和我国企业“走出去”步伐的加快,如何利用 司库管理体系有效防控全球资金风险和充分发挥境内外金融资源的价值创造能 力,将成为企业集团和学术界经久不衰的研究课题;伴随着数字经济时代带来 的机遇和挑战,关于如何利用现代信息技术和数字化转型理念改善企业资金管 理模式,从而推动司库管理体系优化升级的思考和探索也必将推动我国企业集 团加快世界一流财务管理体系的建设,从而为我国培养世界一流企业贡献力量。 
英文摘要: Financial management is the center of enterprise management, and capital management is the core of financial management. In the face of the ever-changing world political and economic environment and the vigorous development of the global digital economy, how to optimize and upgrade the treasury management system, in order to better achieve risk prevention and control and value creation, and help the company’s strategic landing and digital transformation has become an important issue facing major enterprise groups. In recent years, large enterprise groups have carried out various explorations on the optimization of the treasury system, and have also summarized a lot of experience from the aspects of concept renewal, organizational change or system upgrade. However, many of these explorations are isolated, fragmented information technology change, lack of overall planning and high-level design, these experience summaries will be difficult to effectively guide enterprises to follow suit. Therefore, based on the practice of A enterprise group, this thesis systematically studies its optimization process and tries to put forward a replicable optimization scheme. This thesis adopts the methods of literature analysis and case study, takes the treasury management system of enterprise group A as the research object, combines the relevant theories of strategic management, data governance and process optimization, analyzes the historical evolution and operation effect of the current treasury management system of enterprise group A from the perspective of qualitative and quantitative analysis, and summarizes a series of practical problems. On this basis, the optimization target system is designed according to the overall goal and sub-goal, and the direction of the optimization of the treasury management system of enterprise group A is pointed out. The optimization strategy is put forward and the optimization scheme is clarified. Finally, the optimization path, optimization effect and safeguard measures of the treasury management system of enterprise group A are explained in detail. Through the analysis and design of the case of enterprise group A, it is expected to play a certain reference significance for the large enterprise group that is carrying out the optimization of the treasury management system. This thesis believes that the future treasury management of enterprise groups will develop in a more intelligent, automated and efficient direction under the support of digital technology, helping enterprises to better manage capital flows, strengthen supply chain financial management, and carry out risk management and decision support. This will greatly enhance the operational efficiency and competitiveness of enterprises, promote the digital transformation and innovative development of enterprises, and become one of the core competitive advantages of enterprise groups. With the rapid development of China’s economy and the acceleration of Chinese enterprises’“going out”, how to use the treasury management system to effectively prevent and control global capital risks and give full play to the value creation ability of domestic and foreign financial resources will become an enduring research topic for enterprise groups and academia. With the opportunities and challenges brought about by the digital economy era, the thinking and exploration on how to use modern information technology and digital transformation concepts to improve the enterprise fund management mode, so as to promote the optimization and upgrading of the treasury management system will also promote China’s enterprise groups to accelerate the construction of world-class financial management system, so as to contribute to the cultivation of world-class enterprises in China.
