中文摘要：	摘要 近几十年来，随着国际工程市场发展和业主需求多元化，EPC总承包已经成为一种被广泛采用的工程承包模式并在大型国际工程项目中得到了广泛运用。在EPC工程的执行过程中，采购环节占据核心地位，并涉及多个关键步骤。由于管理过程中存在较大的风险，因此有效的采购风险管理对于整个项目在成本、进度和质量目标方面都有着至关重要的作用。研究大型国际EPC工程的采购风险管理不仅具有理论价值，而且在实际应用中也具有重要意义，希望通过本文的研究能够得到更多的相关业界关注。 本文选择KM公司巴西天然气处理厂EPC项目作为研究对象，针对该项目采购风险管理问题展开了研究。KM公司是中国企业和巴西地方企业组成的联合体，业主为巴西国家石油公司，工程规模中等，对中国民营企业通过联合体方式承担海外工程采购风险管理的分析研究具有典型性。 文章在对国内外相关文献进行梳理的基础上，对KM公司巴西天然气处理厂EPC项目进行介绍，根据具体问题具体分析方法，本文从风险识别、风险指标体系构建、风险评估、风险应对和监控措施方面入手，应用清单法和访谈法分析和识别项目采购的风险因素，应用AHP层次分析法构建指标体系并计算每个风险因素权重值，应用综合模糊评价法对项目采购风险进行评估，评估每个风险因素发生的可能性并最终得出项目风险等级。最后，根据各风险项的影响权重，针对性提出风险应对方法和监控措施。 关键词：采购管理；采购风险管理；EPC总承包项目
英文摘要：	Abstract In the last few decades, due to the growth of the global engineering industry and the broadening of proprietors' requirements, EPC general contract has become a popular project contracting approach, which is frequently employed in large-scale international engineering projects. The EPC project implementation revolves around procurement, which encompasses various aspects, and its management is likely to encounter heightened risks. Consequently, risk management in procurement is essential for achieving the project's cost, timeline, and quality goals. The study of procurement risk management for large-scale international EPC projects has important theoretical and practical significance, and it is hoped to attract more attention from related industries through the study. In this thesis, KM Company Brazil gas processing plant EPC project as the research object, the procurement risk management of the project is studied. This enterprise is a consortium of Chinese enterprises and local enterprises in Brazil as the general contractor. It is a project of the National Oil Company of Brazil. The project scale is moderate, and it has certain typical characteristics in analyzing and studying the procurement risk management of Chinese enterprises undertaking overseas projects. Based on the review of relevant literature at home and abroad, this thesis introduces the EPC project of KM's Brazilian gas processing plant. According to the specific analysis method of specific problems, this thesis starts from the aspects of risk identification, risk index system construction, risk assessment, risk response and monitoring measures, and analyzes and identifies the risk factors of project procurement by using checklist method and interview method. AHP was applied to construct the index system and calculate the weight value of each risk factor. The comprehensive fuzzy evaluation method was applied to evaluate the project procurement risk, evaluate the possibility of occurrence of each risk factor and finally obtain the project risk level. Finally, according to the influence weight of each risk item, risk control methods and safeguard measures are proposed.
