| 中文摘要: | 地方国有企业在过去几十年区域经济的发展中承担了重要的使命,但伴随当前国企改革要求的愈发明确,以及当前国有资本分布不均衡、地方国有企业转型发展与区域经济和产业发展的联系愈发紧密的环境,同时伴随多年累积的复杂的内部瓶颈,如何释放发展活力、寻求发展路径从而推进企业高质量发展是众多地方国有企业不可忽视的问题。因此,地方国有企业谋求有效的战略转型,并推进与战略相匹配的组织保障或组织转型是优化生存现状、重塑企业竞争力的有效手段,越来越多的地方国有企业正在逐步推进相关转型任务。 通常情况下地方国有企业战略转型更多的是进行战略顶层设计,主要包括了集团战略转型和业务战略的重塑两个维度的工作,核心思路在原有战略体系下,通过有效的内外部环境分析对新时期的整体发展思路和业务布局进行有效的调整和优化。同时为了能够有效的推进战略任务的实施,也是秉承“战略决定组织、组织承接战略”的核心思路,组织保障和组织转型也成为越来越多国有企业完成战略顶层设计后开展的转型工作,当然也成为战略转型的重要支撑和保障。 本文通过梳理国内外相关文献,对国企分类、公司战略、业务组合、战略转型、组织转型、组织管控、战略与组织的关系等相关理论进行了综述,其次通过对研究对象内部管理人员开展一对一访谈、内部资料、标杆企业分析三种研究方法,推进整体的内外部发展瓶颈和要求的分析,从而分别从战略转型和组织保障两个层面提出针对企业战略转型策略和组织模式调整研究的总体建议,最终,依据本文的分析研究路径和初步思路形成了针对研究对象的初步结论,以期为我国企业发展提供一定的理论支持。 | |
| 英文摘要: | Local state-owned enterprises have assumed an important mission in the development of regional economy in the past decades, but along with the current state-owned enterprise reform requirements are more and more clear, as well as the current uneven distribution of state-owned capital, local state-owned enterprises transformation and development of regional economic and industrial development of the increasingly close linkage between the environment, along with the accumulation of complex internal bottlenecks over the years, how to release the development of vitality, seek development paths to promote enterprise High-quality development is a problem that many local state-owned enterprises cannot ignore. In this paper, through combing the relevant literature in China and abroad, the classification of state-owned enterprises, corporate strategy, business portfolio, strategic transformation, organizational transformation, organizational control, the relationship between strategy and organization and other related theories are reviewed, followed by one-on-one interviews with internal managers of the object of the study, internal information, benchmark enterprise analysis of the three research methods, to promote the analysis of the overall internal and external bottlenecks and requirements, so as to, respectively, from the strategic transformation and Organizational Assurance level to put forward the overall recommendations for the study of enterprise strategy transformation strategy and Organizational Assurance.
