中文摘要:本文从备受业内关注的美国“轮胎特保案”入题,对比国内外轮胎行业的发展历程,运用产业集中度理论、产业发展周期理论和价值链理论,从宏观和微观视角就行业国内外问题现状进行深度理论分析,指出我国轮胎行业处于由规模化阶段向集聚阶段过渡的发展时期,在价值链上仍处于以制造环节为主的中低端位置。 本文借鉴国外轮胎行业发展的经验,指出我国轮胎行业的发展方向。宏观层面,提出我国轮胎企业向集聚整合方向发展的趋势;微观层面,提出轮胎企业需要靠广义差异化竞争战略,提高自身价值创造和降低成本,而不仅仅是依靠投入加大来发展企业。结合国内外轮胎行业的信息化需求,指出国内轮胎行业信息化现状整体缺少规划,信息化孤岛严重,信息化对业务支持和满足程度低。针对轮胎行业问题和信息化需求,本文重点研究如何通过信息化战略支持解决行业发展中遇到的一系列问题。宏观上,通过SCM、CRM等系统解决行业的市场管理、供应链问题,通过信息技术促进轮胎企业融合、提高行业准入门坎、打造民族轮胎品牌、符合国家产业政策;微观上,通过PDM、CAD、CAPP、ERP、MES、PCS等系统解决轮胎企业的价值提升和成本降低问题,让信息技术成为产品创新的基础平台、快速响应的技术保障、卓越品质的能量来源、精益生产的必由之路、质量可靠性的必要条件。 最后,结合赛轮股份有限公司的信息化战略实践经验,案例分析轮胎企业通过信息化战略应用,微观上可实现企业内部质量提升、成本降低、内部盈利能力增强;宏观上可实现企业行业地位的提升,集聚行业资源为轮胎企业的整合提供平台和机遇,以期为轮胎企业和轮胎行业的发展提供借鉴。  
英文摘要:This paper begins with case of American tire special protection as many people being focus now, comparing with development course of tire industry between international and domestic, and using industry concentration theory, industry development lifecycle theory, and value chain theory points out china’s tire industry is transforming from size distribution from convergence distribution, and still in manufacturing low-end position in value chain aspects from current industry situation, deep theory analysis between both macroscopic and microscopic perspective. This article just uses for reference the experience of foreign tire development, and points out the development direction of china’s tire industry. In macroscopic aspect, proclaiming the trend that china’s tire industry direction is transforming convergence distribution. In microscopic aspect, announcing the competition strategy that china’s tire industry need depend on generalized difference, improve value, and decrease cost. Not but new enterprise development ways which rely on invest more capitals. Combined current analysis and problems with tire industry informatization between international and domestic, pointing out that domestic tire industry information system lacks of layout, informatization isolation, and is very low between operation supporting and satisfactory grade for informatization construction. Aiming at current informatization situation and tire industry problems, and this article researches in emphasizing how to solve a series of problems according to development of tire industry strategy solution. It will solve market management for industry, supply chain management according to SCM, CRM system, and realize that information technology can accelerate response policy and integration resources for enterprise amalgamation, industry admission doorsill, and well-known national brand in macroscopic aspect. It will improve enterprise value and decrease cost in terms of ERP, MES and PCS system, and realize that information technology can create excellent quality, constant innovation, quickly response speed, high dependability for quality , and high optimization efficiency. Finally, combining information strategy practical experience with Sai Lun CO,.LTD, analyzing tire enterprise according to information strategy application, and it will realize that decreasing cost , improving quality, strengthening profit ability within enterprise in microcosmic aspect; It will realize that exaltation of enterprise industry status, centralizing integration providing platform and opportunities for industry resources in macroscopic aspects, and provide guideline for development of tire industry.
