中文摘要:摘要 随着国内大中城市建设步伐的加快,道路交通拥堵逐渐变成制约城市发展的主要问题之一,越来越多的城市需要建设轨道交通线路来缓解道路拥堵问题。在运营里程快速增长的同时,由于城市轨道交通系统具有封闭性、复杂性、人员高度集中等特点,一旦发生突发应急事件,将给成千上万的乘客带来生命危险,因此城市轨道交通的应急保障工作逐渐成为每位出行者的关注重点。尤其是在今年经历过暴雨等恶劣天气,以及各类次生灾害导致外部救援无法及时到位等不利情况下,如何建立更加行之有效的应急管理体系来为乘客提供有效保障,也逐渐成为各城市轨道交通运营企业思考的首要问题。 本文首先采用文献研究法对“4R”应急管理理论、协同治理理论、应急管理体系分析评价方法、轨道交通应急管理规范体系进行研究,并将上述内容应用于天津地铁4号线应急管理体系改进过程中。然后采用访谈法对目前的应急管理体系现状进行调研,应用层次分析及模糊综合分析的方法结合访谈结果进行定量计算,从而得到目前应急管理体系存在主要问题,包括企业应急管理机构人员经验不足、应急信息无法实现合作机构间的共享、应急信息传递与发布流程过长、社会应急动员能力、应急保障能力不足、应急演练实战效果不佳等,并对上述存在问题进行了原因分析。接着参照目前国内轨道交通应急管理规范体系,结合国内外轨道交通应急管理先进经验和天津地铁4号线运营特点,在应急信息传递与共享、应急保障及社会动员、智能化预警处置系统建立、应急演练效果改进及企业应急组织建构建立及人才培养方面提出了对应的改进措施,完成应急管理体系的改进。最后为了更好的推进各项改进措施,从应急联动、应急预案及风险预警、应急考核制度及队伍三个方面提出实施保障。 通过对天津地铁4号线应急管理体系研究与改进,可以给天津市及国内其他类似轨道交通线路的应急管理体系的建立和优化提供一些参考经验,提高我国城市轨道交通企业整体的应急管理效率,降低运营过程中的应急管理风险,减少安全事故的发生,避免给乘客造成人身伤害以及其他的不良影响。 关键词:城市轨道交通;突发事件;应急管理体系;“一案三制” 
英文摘要:Abstract With the acceleration of urban construction and the increasing population of large and medium-sized cities, the problem of road traffic congestion has gradually become one of the main problems restricting urban development. The transportation capacity of rail transit is 10 times that of conventional roads, so vigorously developing urban rail transit can fully relieve the traffic pressure of urban roads. On the other hand, with the rapid growth of the operating mileage of urban rail transit around the world, people find that urban rail transit can gather a large number of passenger flows in a narrow space in a short time. In the event of an emergency, it will cause life danger to thousands of passengers and negative social impact. Therefore, operation safety and security has gradually become the focus of every traveler. How to establish a correct emergency management system to provide effective emergency protection for passengers has also become the primary issue for urban rail transit operators to consider. Firstly this thesis adopts the literature research method to study the "4R" emergency management theory, collaborative governance theory and "one case and three systems" emergency management theory, and applies the above theories and methods to improve the overall idea of Tianjin Metro Line 4 emergency management. Then the interview method is used to investigate the current situation of the emergency management system, and the method of analytic hierarchy process and fuzzy comprehensive analysis is used to carry out quantitative calculation combined with the interview results, so as to obtain the main problems of the current emergency management system. It includes the lack of experience of the personnel of the enterprise emergency management agency, the inability to share emergency information among cooperating agencies, the long process of emergency information transmission and release, the insufficient social emergency mobilization ability, the insufficient emergency support ability, and the poor effect of emergency drills. The causes of the above problems are analyzed. Then referring to the current domestic rail transit emergency management standard system, combined with domestic and foreign advanced experience in rail transit emergency management and the operation characteristics of Tianjin Metro Line 4, The corresponding improvement measures are put forward in the aspects of emergency information transmission and sharing, emergency security and social mobilization, establishment of intelligent early warning and disposal system, improvement of emergency drill effect, construction and establishment of enterprise emergency organization and personnel training, so as to complete the improvement of emergency management system. Finally, in order to better promote the improvement measures, the implementation guarantee is proposed from three aspects: emergency linkage, emergency plan and risk early warning, emergency assessment system and team. It is hoped that the research on the emergency management system of Tianjin Metro Line 4 can provide some reference value for the establishment and optimization of the emergency management system of Tianjin and other similar rail transit lines in China, reduce the risk of emergency management, improve the efficiency of emergency management, reduce the occurrence of unsafe accidents, and avoid causing casualties, property losses and adverse social impact.
