中文摘要:中新天津生态城是我国与新加坡的国家级重点合作项目,而中新天津生态城所开展的诸多项目中,作为解决以天津为典型的缺水型城市的探索方案之一的再生水项目,其重要性不言而喻。 中新天津生态城再生水项目自中新天津生态城规划初期便有着具体的规划,并随着中新天津生态城距今为止15年的发展不断变化。但随着中新天津生态城自身的发展扩大,这一项目也随着管理单位的扩大、管理范围的扩大而导致的管理人员经验不足、管理链条延长、部门间合作疏远、系统复杂度提高等等原因,使得这一项目的运行效率相较于初期不断降低。因而,需要探索一种方案改变这种局面,使这一再生水项目的运营管理效率提高。最终,决定从再生水运营管理这一方向出发,以提高中新天津生态城再生水项目运营管理效率。 因此,在这里引入智慧城市这一概念,在其十几年的发展过程中,随着其与再生水所在的水务行业结合,也诞生出的“智慧水务”等概念。因此,本文从智慧城市这一概念出发,结合智慧城市的理念与特点,通过运用相应的管理理论,通过对中新天津生态城再生水项目进行调研分析,从其管理表象中发掘限制其管理效率的主要因素。 其后,通过对主要因素的分析,找出提高中新天津生态城再生水项目运营管理效率的管理策略,并进一步通过引入智慧城市系统,基于中新天津生态城再生水项目的各类限制条件下,提出相应的解决影响再生水项目管理效率的解决方案。同时,根据管理方案所涉及到的各类管理手段的应用,提出相应的方案实施条件以及方案保障。 最后,通过对中新天津生态城再生水项目运营管理效率提升方案的执行效果以及执行过程中所遇到的问题的分析,最终得到通过智慧城市系统可以有效提高中新天津生态城再生水项目运行管理效率这一结论。同时,如果该项目在制定方案阶段的限制如果可以放开的前提下,其运营管理效率存在进一步的提升空间。  
英文摘要:The Sino-Singapore Tianjin Eco-City is a key national cooperation project between my country and Singapore. Among the many projects carried out by the Sino-Singapore Tianjin Eco-City, the recycled water project is one of the exploratory solutions to solve the problem of water shortage in Tianjin, a typical city. The importance is self-evident. The Sino-Singapore Tianjin Eco-City's recycled water project has had specific plans since the early stages of the Sino-Singapore Tianjin Eco-City's planning, and has continued to change with the development of the Sino-Singapore Tianjin Eco-City over the past 15 years. However, with the development and expansion of Sino-Singapore Tianjin Eco-city itself, this project has also expanded with the expansion of management units and management scope, resulting in inexperience of management personnel, extension of the management chain, alienation of cooperation between departments, and increased system complexity. For other reasons, the operating efficiency of this project has continued to decrease compared with the initial stage. Therefore, it is necessary to explore a solution to change this situation and improve the efficiency of operation and management of this recycled water project. In the end, it was decided to start from the direction of recycled water operation and management to improve the efficiency of the operation and management of the Sino-Singapore Tianjin Eco-City recycled water project. Therefore, the concept of smart city is introduced here. In the course of its development for more than ten years, as it was combined with the water industry where recycled water is located, concepts such as "smart water" were also born. Therefore, this article starts from the concept of smart city, combines the concept and characteristics of smart city, and uses corresponding management theories to investigate and analyze the recycled water project of Sino-Singapore Tianjin Eco-City to discover from its management appearance the factors that limit its management efficiency. major factor. Subsequently, through the analysis of the main factors, management strategies to improve the operation and management efficiency of the Sino-Singapore Tianjin Eco-City Reclaimed Water Project were found, and further by introducing smart city systems, based on various constraints of the Sino-Singapore Tianjin Eco-City Reclaimed Water Project, Propose corresponding solutions that affect the management efficiency of reclaimed water projects. At the same time, based on the application of various management methods involved in the management plan, corresponding plan implementation conditions and plan guarantees are proposed. Finally, through the analysis of the implementation effect of the operation and management efficiency improvement plan of the Sino-Singapore Tianjin Eco-City Reclaimed Water Project and the problems encountered during the implementation process, it was finally concluded that the smart city system can effectively improve the operation and management efficiency of the Sino-Singapore Tianjin Eco-City Reclaimed Water Project this conclusion. At the same time, if the restrictions in the project formulation stage can be relaxed, there is room for further improvement in the efficiency of its operation and management.
