| 中文摘要: | 食品安全是与人民福祉息息相关的一个重要问题,政府部门有责任确保13亿人民在进食过程中不受到危害。餐饮服务作为食品安全的最后一道关口,对人民群众的健康有直接影响。只有保持良好的身体健康,才能促进全面小康的实现。 2013年启动的组织重构将食品生产、流通和消费环节统一监管于食品药品监督管理局,形成了新的食品安全监管模式。本研究就是在这个背景下展开的。以T市H区的餐饮企业食品安全监管为研究对象,本研究探讨了基层政府如何应对餐饮监管难题,并构建了政府监管、企业自律、社会监督和强制保险相结合的餐饮服务食品安全治理模式。 本文主要运用了食品安全管理体系(HACCP)理论、多中心治理理论和信息不对称理论,并综合应用了实证研究和比较研究方法进行探讨。在理论部分,首先介绍了研究的背景和意义,并对国内外相关文献进行了综述,以突显本文的研究价值和现有研究情况。地方各级食品监管部门目前正处于接收新职能的起步阶段,本文以H区为例,分析了该区餐饮服务食品安全监管的现状,并探讨了存在问题及其原因。通过借鉴国内外先进经验和深入分析方案的可行性,最终提出四个对策建议:加强地方立法、创新监管方式、推行社会共治以及推进餐饮强制保险。这些措施将有助于完善H区餐饮服务食品安全监管并促进人民群众在就餐过程中的健康与安全。 | |
| 英文摘要: | Food safety is an important issue closely related to people's well-being, and government departments have a responsibility to ensure that 1.3 billion people are not harmed during the eating process. Catering services, as the last barrier to food safety, have a direct impact on the health of the people. Only by maintaining good physical health can we promote the realization of a comprehensive well-off society. The organizational restructuring initiated in 2013 unified the supervision of food production, circulation, and consumption processes under the Food and Drug Administration, forming a new food safety supervision model. This study is conducted in this context. Taking the food safety supervision of catering enterprises in H District of T City as the research object, this study explores how grassroots governments can address the challenges of catering supervision, and constructs a food safety governance model for catering services that combines government supervision, enterprise self-discipline, social supervision, and compulsory insurance. This thesis mainly applies the theory of the Food Safety Management System (HACCP), the theory of multi center governance, and the theory of information asymmetry, and comprehensively applies empirical and comparative research methods to explore. In the theoretical section, the background and significance of the research were first introduced, and relevant literature at home and abroad was reviewed to highlight the research value and existing research situation of this article. Local food regulatory departments at all levels are currently in the initial stage of accepting new functions. This article takes H district as an example to analyze the current situation of food safety supervision in catering services in the district, and explores the existing problems and their reasons. By drawing on advanced domestic and foreign experience and conducting in-depth analysis of the feasibility of the plan, four countermeasures and suggestions are finally proposed: strengthening local legislation, innovating regulatory methods, promoting social co governance, and promoting mandatory catering insurance. These measures will help improve the food safety supervision of catering services in H district and promote the health and safety of the people during the dining process. | |
