中文摘要:我国老旧工业园区改造项目是当前城市更新和可持续发展的重点任务之一。当前,我国正大力推进老旧工业园区的改造,并取得了一定的成效。随着政府对老旧工业园区改造的重视和投入不断增加,该领域的成本管理也得到了越来越多的关注。但多数建设单位一味地将管控重点放在施工阶段,对于每个阶段的探究缺乏系统性,不注重事前、事中管控与事后评估,导致成本控制效率低下,成本节约空间小。本文所涉及的XD工业园区改造项目,其建设方为一家主营老旧工业园区改造与运营的中小型国有企业,项目成本管理工作主要停留在施工阶段及竣工结算阶段,而在其他阶段的成本管理很少涉及,公司缺乏全过程成本管理理念,改造项目增项占比较大,改造成本超出预期。本文旨在研究老旧工业园区改造项目的全过程成本管理,提高项目的经济效益和社会效益。 本文基于建设单位视角,首先,分析了老旧工业园区改造项目成本管理的国内外研究现状,并梳理了相关概念与理论基础。其次,结合XD工业园区改造项目建设实际,阐述其各阶段成本管理现状,分析项目成本管理中存在的问题及问题成因。其次,针对存在的问题研究论述解决方案,提出了以全过程成本管理为主线,以价值工程、限额设计和挣值法等为手段,以动态监控为重点的总体思路及具体方案,覆盖项目立项决策、规划设计、招标采购、施工建造及竣工结算五个阶段,并在此基础上进行PDCA全过程成本动态管理,以及针对改造项目的风险管理机制。最后,提出全过程成本管理方案的实施保障与应用效果分析,其中实施保障内容包括:优化组织结构、强化全过程成本管理意识的组织保障;构建成本数据库、加强成本管理信息化建设的技术保障;完善全过程成本管理制度体系、优化全过程成本管理流程的管理保障。 本研究的主要贡献在于提出了一套完整的老旧工业园区改造项目全过程成本管理方案,为相关单位提供了有益的理论和实践参考,为今后类似老旧工业园区改扩建项目的成本管理工作提供一定的借鉴和指导意义。  
英文摘要:The renovation project of old industrial parks in China is one of the key tasks for urban renewal and sustainable development. Currently, China is vigorously promoting the renovation of old industrial parks and has achieved certain results. With the increasing emphasis and investment from the government on the renovation of old industrial parks, cost management in this field has also received increasing attention. However, most construction units blindly focus their control on the construction stage, lacking systematic exploration of each stage, and neglecting pre, in-process control, and post evaluation, resulting in low efficiency in cost control and limited space for cost savings. The XD Industrial Park renovation project referred to in this article is built by a small and medium-sized state-owned enterprise that mainly engages in the renovation and operation of old industrial parks. The project cost management work mainly stays in the construction stage and completion settlement stage, while cost management in other stages is rarely involved. The company lacks a full process cost management concept, and the proportion of renovation project additions is relatively large, resulting in renovation costs exceeding expectations. This article aims to study the entire process cost management of the renovation project of old industrial parks, and improve the economic and social benefits of the project. This thesis is based on the perspective of the construction unit. Firstly, it analyzes the current research status of cost management for renovation projects in old industrial parks at home and abroad, and sorts out relevant concepts and theoretical foundations. Secondly, based on the actual construction of the XD Industrial Park renovation project, the current status of cost management in each stage is elaborated, and the problems and causes of project cost management are analyzed. Secondly, in response to the existing problems, a comprehensive approach and specific solutions were proposed, with the entire process cost management as the main thread, value engineering, quota design, and earned value method as the means, and dynamic monitoring as the focus. The approach covers five stages of project initiation decision-making, planning and design, bidding and procurement, construction and construction, and completion settlement. Based on this, PDCA's entire process cost dynamic management was carried out, And a risk management mechanism for renovation projects. Finally, the implementation guarantee and application effect analysis of the entire process cost management plan are proposed. The implementation guarantee content includes: optimizing organizational structure, strengthening the organizational guarantee of the entire process cost management awareness; Building a cost database and strengthening the technical support for cost management informatization construction; Improve the entire process cost management system and optimize the management guarantee of the entire process cost management process. The main contribution of this study is to propose a complete cost management plan for the entire process of renovation projects in old industrial parks, providing useful theoretical and practical references for relevant units, and providing certain reference and guidance for cost management work in similar old industrial park renovation and expansion projects in the future.
