中文摘要:伴随着互联网行业的迅猛发展,人们更倾向于使用互联网服务来满足日常生活需求。近年来,网络攻击事件频发,数据泄露事件屡见不鲜,个人隐私遭到侵犯,影响公民财产安全、个人信息安全、公共安全乃至国家安全。W政府部门是T市网络安全和信息化的主管部门,因职能调整,增加了监管T市数据安全的工作,而之前使用的业务系统已无法满足新的要求,需要建设新的系统以做好监管的职责,新系统建设时间紧任务重,要进行科学地管理保证新系统按时上线运行。 政府部门信息化系统建设往往存在着延期的问题,这不仅影响系统使用,更增加支出成本。本文从W政府部门数据安全监管平台管理现状入手,分析了影响项目进度的关键因素,并识别出现有管理方式存在的项目进度计划粗糙以及缺乏项目进度保障措施的问题,无法对项目进度进行有效控制。并且,W政府部门管理项目进度时缺乏有效手段,无法将进度延误风险关口前移。为解决以上问题,本文在回顾项目管理相关理论的基础上,使用工作分解结构、关键路径法和计划评审技术对数据安全监管平台项目制定进度计划,并通过约束理论的关键链管理方式优化进度计划。为更好地对项目进度进行控制,使用缓冲区三色控制法监控关键链完成情况以及缓冲区使用进度,根据进展情况及时调整现有计划,并通过调整项目管理组织架构、优化项目管理方式和转变沟通方式三方面措施为保障项目进度的有序推进的提供保障。 通过跟踪W政府部门数据安全监管平台开发流程,原有的管理方式已有较大改善。在进度管理方面实现了项目在规定时间内完成的目标,杜绝了项目进度失控的后果。本文的研究结合政府部门管理信息系统的实际情况,在政府部门提升项目管理效能方面具有指导意义,为同类部门新建管理信息化业务系统提供参考。 
英文摘要:With the rapid development of the internet industry, people are more inclined to use internet services to meet their daily needs. In recent years, there have been frequent incidents of network attacks and data breaches, which have led to violations of personal privacy and affected the security of citizens' property, personal information, public security, and even national security. The W government department is the competent department for network security and informatization in T city. Due to functional adjustments, there has been an increase in the supervision of data security in T city. However, the previously used business system cannot meet the new requirements, and a new system needs to be built to fulfill its regulatory responsibilities. The construction of the new system is tight and the task is heavy, and scientific management must be carried out to ensure that the new system is launched and operated on time. The construction of government information systems often faces delays, which not only affects system usage but also increases expenditure costs. This article starts with the current management status of the data security supervision platform of the W government department, analyzes the key factors that affect project progress, and identifies the problems of rough project schedule planning and lack of project schedule guarantee measures in existing management methods, which cannot effectively control project progress. Moreover, the W government department lacks effective means to manage project progress and cannot move forward the risk of schedule delay. To address the above issues, based on a review of project management theories, this article uses work breakdown structure, critical path method, and plan review techniques to develop a schedule for the data security supervision platform project, and optimizes the schedule through constraint theory's critical chain management approach. In order to better control the project progress, the buffer zone three color control method is used to monitor the completion of key chains and the progress of buffer zone usage. The existing plan is adjusted in a timely manner based on the progress, and measures are taken to ensure the orderly progress of the project by adjusting the project management organizational structure, optimizing project management methods, and changing communication methods. By tracking the development process of the W government department's data security supervision platform, the original management method has been greatly improved. In terms of schedule management, the goal of completing the project within the specified time has been achieved, and the consequences of project schedule runaway have been eliminated. The research in this article, combined with the actual situation of government department management information systems, has guiding significance in improving project management efficiency in government departments, and provides reference for similar departments to build new management information business systems.
