| 中文摘要: | 摘 要 近年来随着我国经济的高速发展,房地产业已成为了国民经济的重要支柱产业之一,住房金融业务对推动我国房地产业的快速发展起到了关键作用。随着住房制度改革的深化和住房需求的增长,1998年以来,我国的个人住房抵押贷款业务在国内迅速发展,这也是我国城镇居民改善现有居住条件首选的一种融资模式。个人住房抵押贷款不仅满足了人们房产消费的需要,也为我国各家商业银行调整信贷结构、增加经营利润和降低整体风险提供了有效的途径,但是随着它在商业银行贷款余额中比重的日益提高,再加上它与借款人收入和房地产市场价格存在密切相关性,其风险对银行整体经营的威胁也越来越大。但与此同时,我国个人住房抵押贷款业务开办时间较晚,发展初期有着许多的不规范之处,因此也引发了“假个贷”的爆发,其不仅给商业银行带来了较大的损失,同时也阻碍了个人住房抵押贷款业务的健康发展。与发达国家个人住房抵押贷款业务的风险控制能力相比,我国还处在发展初期,不论是风险防控经验还是风险防控手段都比较薄弱,加之社会信用体系尚未完善,相关法律制度尚未健全,造成了大量不良个人住房抵押贷款的出现。 本文即在此背景下,以商业银行个人住房抵押贷款业务的风险管理为主体题,详细地阐述了其风险成因,并结合国内外关于个人住房抵押贷款方面的研究成果,系统地提出了商业银行开展此项业务在贷款受理、贷前调查、审批、抵押、发放等主要环节的风险管理方法,这对商业银行健康、高效地发展个人住房抵押贷款业务,无疑具有较为重要和迫切的现实意义。 本文在绪论部分详细地阐明了论文的选题背景、研究对象和研究框架。随后对个人住房抵押贷款业务的定义、特征、风险分类和风险案例进行了介绍,在论文的第三章,作者通过结合自身在建设银行个人贷款业务实际从业经验,对个人住房抵押贷款业务的风险成因、识别及防控进行了分析。在第四章详实地提出了完善商业银行个人住房抵押贷款业务风险管理的对策和方法。最后对本文进行总结,并对后续研究提出了相关建议。 关键词:商业银行 个人住房抵押贷款 风险管理 | |
| 英文摘要: | Abstract In recent years, with China's rapid economic development, real estate has become an important pillar of the national economy. Housing financial services has played a key role in promoting the rapid development of China's real estate industry. Along with the deepening of the reform of housing system and housing demand, since 1998, China's personal housing mortgage loans experienced a rapid development in China, which becomes one of the top financing models of China’s urban residents to improve the existing living. Personal housing mortgage loans do not only meet the needs of property consumers, but also provide an effective way for all commercial banks to adjust their credit structure, increase profits and reduce the overall risk management. However, since the share of commercial bank loans in the rising coupled with borrower income and real estate market prices were closely related, the corresponding risk to the overall business of banks is also growing. At the same time, China’s personal housing mortgage loan started quite late with no standardization in early stage of development, which also led to the outbreak of “pseudo-month loan". It does not only bring the big loss of commercial banks, but also hindered the healthy development of individual housing mortgage loan business. Compared with the risk control capability to housing mortgage loans in developed countries, China is still in early stages of development. Both risk prevention experience and control methods are relatively weak. Moreover, our social credit system has not been well developed and the relevant legal system is not fully established, which cause the appearance of non-performing loans. This paper under such background, give a study to the risk identification and mitigation of commercial banks personal housing mortgage loans. The detailed analysis compared with the research result in the domestic and abroad and proposed the relevant solution in the key processes of loan acceptance, loan pre-investigation, evaluation and approval, which provides an important and urgent practical significance for commercial banks’ healthy and efficient development of housing mortgage loan business. This paper introduced the topics’ background, research object and research framework firstly, followed by the definitions, characteristics, risk classification study. In the third chapter, as per personal experience in CCB, the author gives a detailed analysis of housing mortgage loan risk root causes, identification and mitigation. In the fourth chapter, the latest risk research results and the actual operating mode are provided to the foreign developed countries in the personal housing mortgage loans. Finally, the author gives a final conclusion and suggestions for future research. Key words: commercial bank housing mortgage loan risk management | |
