中文摘要:2009年2月3日,国务院办公厅日前下发了《关于促进服务外包产业发展问题的复函》,批复了商务部会同有关部委共同制定的促进服务外包发展的政策措施,批准北京等20个城市为中国服务外包示范城市,并在20个试点城市实行一系列鼓励和支持措施,对一些重点的IT服务外包企业进行扶持,加快我国服务外包企业发展,提高企业在国际市场的竞争力。 本篇论文首先是通过深入的分析当前国际IT服务外包市场的发展的整体规模和发展趋势,了解到全球IT服务外包市场规模是处于在不断的扩大之中。同时,通过对全球IT服务外包的市场布局分析,了解到当前全球主要的IT服务外包市场仍然集中在西方发达国家之中,占据发包市场前三位的分别是美国、欧洲和日本,其构建出全球IT服务外包市场的格局。而处于亚洲的印度,从上个世纪80年代开始,印度政府不断从税收、软件园开发等多个方面鼓励信息技术产业发展,使得印度涌现出一些世界知名的IT服务外包企业,如Tata,Wipro等。这些企业如今占据着大部分的全球IT服务外包市场。论文分析了当前的印度IT服务接包企业的整体状况,其主要服务市场还是来自与美国,而非印度国内,因此对海外市场的争夺,建成为中国IT服务外包企业的成长的关键。 在分析了全球IT服务外包主要发包国家和竞争对手之后,论文通过利用迈克尔·波特的“钻石模型体系”,从包括生产要素、需求条件、相关和支持性产业、企业战略和竞争在内的四个重要因素,以及机遇和政府角色两个次要因素等六个方面,分析了我国从事IT服务外包的企业发展面向全球的IT服务外包所具备的国家优势。论文的最后阶段,从企业层面出发,从内部和外部两个方面分析和探讨企业的应如何构建竞争优势。企业可以依托当前国家政策来发展企业的竞争优势,以对应全球化竞争的市场要求。同时,企业通过组织学习和创新保持竞争优势 
英文摘要:IT services industry in the modern service industry occupies a special position, which contains a huge overseas market space, this is our needs. February 3, 2009, the State Council of China recently issued an office document, about promotion of service outsourcing industry development issues, to encourage development of service industry. The Ministry of Commerce in China, in conjunction with relevant ministries, issued some promotion policies and measures so as to push development of service outsourcing. They defined 20 pilot cities of China in service outsourcing industry and provide promotion policies and measures for the 20 model cities to speed up China's service outsourcing industry. This thesis first is through in-depth analysis of c development size and trends of current international IT service outsourcing market, Author find that the global IT services outsourcing market is in the constantly expanding. At the same time, through layout analysis for the global outsourcing market for IT services, current world's leaders of IT service outsourcing market are still concentrated in the western developed countries. The three countries, including the United States, Europe and Japan, had established a global IT services outsourcing market pattern. While in India, the Government of India has been encouraging development of information technology industry since last 80 century, especially on taxes and Software Park. Currently, India have emerged some of the world-renowned IT service outsourcing enterprises, such as Tata, Wipro and so on. These enterprises now occupy most of the global IT services outsourcing market. The thesis analyzes the current status of major Indian IT services companies and find that their main markets is focused on market of United States rather that India’s domestic market. So the competition for overseas markets will be the key to the growth of China enterprises on IT outsourcing services. Through the use of Michael Porter's "diamond model system", including factors,internal demand, correlated and supported industry, enterprises strategy, company structure and competition on same industry, opportunity, and Government role,the thesis makes a detailed analysis on fundamental conditions and advantages of nations of China enterprises. Authors believe that the way to build a competitive advantage from both internal and external aspects. Companies also need to be focused on building the learning organization and encourage innovation, which is to maintain the competitive advantage of enterprises. At the end of the thesis, Enterprises must fully rely on national policy, especially, the state constantly provide preferential policies for enterprise development which provide development opportunities, so that enterprises cannot be ignored an important external conditions.
