中文摘要:天津经济正处于高速增长期。作为服务天津经济社会发展的基础性能源保障企业,天津市电力公司在2008年刚刚完成从分公司到子公司的改制。宏观经济环境、电力体制改革、区域经济发展等外部因素的变化为天津电力的发展提供了难得的机遇,也设置了严峻的挑战。同时,刚刚完成体制变革的天津电力,在内部管理的诸多方面还存在不足,风险管理能力和核心竞争力亟待提高。如何清醒地认识外部环境的变化和自身管理的不足,采取管理措施超前防范那些可能对公司经营产生重大影响的风险因素,增强企业在市场经济环境下的竞争能力,是摆在天津电力发展道路上的重大课题。 本文对风险管理理论进行了回顾,以《中央企业全面风险管理指引》等三种风险管理理论体系为主要依据,开展了天津市电力公司全面风险管理研究。 本文在客观分析天津市电力公司面临的内外部挑战的基础上,结合天津电力的实际,设计了全面风险管理指标体系,将公司面临的风险展现出来。天津电力全面风险管理指标体系分八个大类,包括战略风险、政治风险、市场风险、生产风险、经营风险、组织风险、法律风险和信息风险,共292个指标。采取问卷调查、数据统计分析的方法开展风险评估。单个风险的评估包括风险可能性和风险严重及影响程度两个维度。通过特定公式计算出风险水平,并对造成风险的原因进行了分析。对评估出的重大风险,本文分门别类的提出了风险防控的对策,并设计了天津电力风险管理组织体系。 本文用规范分析和实证分析相结合的方法,综合运用风险管理、战略管理、组织管理、项目管理、财务管理、生产管理、营销管理、信息管理、人力资源管理等领域的理论知识,来探讨建立全面风险管理指标体系。同时,采用集体讨论、专家咨询、情景分析、政策分析、行业标杆比较、管理层访谈等方法对全面风险管理指标体系的科学性进行论证,提出应对重大风险的策略和措施。  
英文摘要:The economy of Tianjin is in a period of rapid growth. As the basic energy security enterprise to serve socio-economic development of Tianjin, Tianjin Electric Power Corporation has just completed the reform from the branch to the subsidiary company. Great changes of external factors such as macro-economic environment, electricity system reform,regional economic development, not only provide precious opportunities for the development of Tianjin Electric Power, but also bring serious challenges. Meanwhile, Tianjin Electric Power, which has just completed the system reform, is still inadequate in many aspects or internal management, risk management capability and core competitiveness are in need to be improved. How to clearly understand the changes of external environment and the lack of self-management, to take measures to prevent those risk factors which might have significant impact on the management of the company, and to enhance the competitiveness under the market economy environment, are major issues in course of Tianjin Electric Power development. In this paper, the author reviewed the theory of risk management, considered “The all-sided guiding for the risk management for the central enterprises” and other three kinds of enterprise-wide risk management system as the main basis of the theory, and carried out a research on the Enterprise-Wide Risk Management of Tianjin Electric Power Corporation. Based on an objective analysis of inside and outside challenges Tianjin Electric Power Corporation faced, this paper design a comprehensive index system of enterprise-wide risk management with the current situation, showing the risks the company will face in the future. Tianjin Electric Power wide risk management system is divided into eight categories of indicators, including strategic risk, political risk, market risk, production risk, operational risk, organizational risk, legal risk and information risk, a total of 292 indicators. Take the methods of questionnaires and statistical analysis to carry out risk assessment. An individual risk assessment includes two dimensions, the possibility of risk and influence of it. Calculate the level of risk through specific formula, and analyze the causes of the risk. Aimed at significant risks of evaluated in this paper, provide risk treatment in different categories for risk prevention, and design the Tianjin Electric Power risk management organizational system. In this paper, the combining methods of normative analysis and empirical analysis, together with theoretical knowledge including risk management, strategic management, organizational management, project management, financial management, production management, marketing management, information management, human resource management are used to explore the establishment of comprehensive risk management index system. At the same time, using group discussion, expert consulting, scenario analysis, policy analysis, industry benchmarking comparison, management interview and other methods to demonstrate the scientificity of comprehensive risk management index system, propose strategies and measures for dealing with significant risks.
