中文摘要: | 随着经济的高速发展与现代国际形势风云诡谲的变化,现今的海外石油勘探项目与传统意义上的石油勘探项目相比要求更高,在不可控风险与勘探方式等维度都面临着更加严峻的挑战。A公司开展的海外石油勘探项目业务遍布全球各地,但在项目风险方面的管理仍有所欠缺,存在着“风险不明晰、应对不及时、监控不到位”等问题,这也是我国海外石油勘探公司的普遍现状。 本文运用文献研究、案例研究与德尔菲法,对坦桑尼亚地区勘探项目进行了风险的识别与明晰。通过分析得知,该地区的石油勘探项目存在政治、经济、项目施工等10个风险大类共34个风险因素,并进行了风险因素的重新组合与分类,构建了坦桑尼亚地区开展石油勘探项目的风险指标体系。而后使用层次分析法对坦桑尼亚地区开展石油勘探项目可能面临的风险进行了评估与衡量,在与A公司现行的坦桑尼亚地区石油勘探项目的风险应对措施进行对比后,发现存在社会风险重视度不够等问题。在此基础上,对A公司坦桑尼亚项目的风险评估方法进行了确立与优化,使其更加适应现有的国际形势与坦桑尼亚地区的各项要求。最后,根据项目实际问题,制定了科学可行的风险应对与监控措施。 本文通过对A公司坦桑尼亚项目部石油勘探项目进行风险管理研究,提出了风险监控流程与实施的改进意见,提供了相应的风险管理办法建议。为我国其他跨国油气勘探行业公司提供了相应的指导与建议,使其可以更加科学地在坦桑尼亚地区进行油气勘探活动,从而为我国的海外石油勘探行业发展贡献更大的力量。 | |
英文摘要: | With the rapid development of the economy and the unpredictable changes in the modern international situation,current overseas oil exploration projects have higher requirements compared to traditional oil exploration projects,and face more severe challenges in uncontrollable risks and exploration methods.Company A's overseas oil exploration project business is spread throughout the world,but there is still a lack of project risk management,such as unclear risks,untimely responses,and inadequate monitoring.This is also a common situation among overseas oil exploration companies in China. This thesis uses literature research,case study and Delphi method method to identify and clarify the risks of exploration projects in Tanzania.Through analysis,it was found that there are a total of 34 risk factors in 10 risk categories,including politics,economy,and project construction,in oil exploration projects in the region.The risk factors were recombined and classified,and a risk indicator system for oil exploration projects in Tanzania was constructed.Then,the Analytic Hierarchy Process was used to evaluate and measure the potential risks faced by oil exploration projects in Tanzania.After comparing with the risk response measures of Company A's current oil exploration projects in Tanzania,it was found that there were issues such as insufficient attention to social risks.On this basis,the risk assessment method for Company A's Tanzania project has been established and optimized to better adapt to the existing international situation and various requirements of the Tanzania region.Finally,based on the actual problems of the project,scientifically feasible risk response and monitoring measures were developed. This thesis conducts risk management research on the oil exploration project of Company A's Tanzania project department,proposes improvement suggestions for the risk monitoring process and implementation,and provides corresponding risk management methods and suggestions.Provided corresponding guidance and suggestions for other multinational oil and gas exploration companies in China,and conducted oil and gas exploration in Tanzania more scientifically,thereby contributing greater strength to the development of China's overseas oil exploration industry. | |
