中文摘要：	公立医院是我国最主要的医疗机构，不仅承担着治病救人、保护生命的重任，还肩负着发展医疗技术，提升人民生活质量的使命。做科研项目是医院发展医疗技术，提升医疗水平的重要手段。目前我国已经发布很多与科研项目经费管理有关的规定和文件，并且对科研项目经费的管理有较高的期望和要求。但是，在科研单位实际执行的过程中，还是产生了一些问题，造成科研经费的使用效率有待提高。 本文的研究对象X医院，是一所国内著名的肿瘤防治专科医院。该医院每年都会承接大量的科研项目，其在肿瘤防治研究方面的科研水平处于我国一流水平。但X医院在科研项目经费管理上仍存在很多问题。本文在回顾国内外科研项目经费管理相关研究成果的基础上，采取案例分析的方法，分析公立医院进行科研项目经费管理的背景和意义，结合预算管理、财务管理以及绩效评价的相关管理理论，从X医院的实际科研项目经费管理活动出发，分析科研项目经费管理中存在问题，评估这些问题造成的影响，提出对其现行科研项目经费管理方式的改进方案。 论文中研究发现，X医院科研项目经费管理在项目立项阶段的问题有预算编制偏离实际、科研经费批复率低，在经费执行过程中的问题有对科研材料管理制度不合理、科研人员决定经费使用的自主能力弱以及经费执行缺乏效率的问题，在项目评价阶段的问题主要是对科研项目的开展和科研项目的管理均缺乏激励手段。 论文对X医院科研项目经费管理活动从项目立项、经费执行、项目评价三个方面分别提出了一些优化建议，希望以此改善X医院科研项目经费管理，提升其科研项目成果的产出水平与质量，也为国家提升科研项目经费管理水平、提高科研项目经费使用效益提供一定的参考价值。
英文摘要：	Public hospitals are the most important medical institutions in China, not only bearing the responsibility of treating and saving patients and protecting lives, but also shouldering the mission of developing medical technology and improving people’s life quality. Launching scientific research projects is an important way for hospitals to develop medical technology and improve medical standards. Currently, China has issued many regulations and documents related to the management of scientific research project funds, for which China has high expectations and requirements. However, in the actual implementation process of scientific research projects, there are some problems, resulting in the need to improve the efficiency of scientific research funds. The research object in this dissertation is X Hospital, which is a famous cancer prevention and treatment hospital in China. The hospital undertakes a large number of scientific research projects every year, and its scientific research level in cancer prevention and treatment research is at the first-class level in China. However, there are several problems in the management of scientific research project funds in X Hospital. Based on the literature review of research results related to research project funding management at home and abroad, the dissertation adopts case study approach to analyze the background and significance of public hospitals' research project funding management. Combining relevant theories of budget management, financial management, and performance evaluation, starting from the actual research project funding management activities of X Hospital, the study in this dissertation analyzes the problems in research project funding management, assesses the impact of these problems, and proposes an improvement plan for its current scientific research project funding management. The research of the dissertation found that the problems in the management of scientific research project funds in X Hospital during the project initiation stage include deviation of budget preparation from reality, low approval rate of scientific research funds. In the project execution stage, the problems are unreasonable management system for scientific research materials, weak autonomous ability of scientific research personnel to determine the use of funds, and lack of efficiency in fund implementation. The main problem in the project evaluation stage is the lack of incentives for the development and management of scientific research projects. The dissertation puts forward some optimization suggestions for the scientific research project funding management activities of X Hospital from 3 aspects, project initiation, project execution, and project evaluation, hoping to improve the scientific research project funding management of X Hospital, enhance the output level and quality of its scientific research project results, and provide certain reference value for countries to improve scientific research project funding management and improve the efficiency of scientific research project funds.
