中文摘要：	人文社会科学是整个科学体系中不可或缺的一部分，对人类社会的发展与进步具有重要意义。人文社会科学重点研究基地是发挥国家科研资源、提升科研成果转化效率、激发人文社科科研活力、加快构建中国特色人文社会科学体系的重要平台，所以对重点研究基地进行科学、合理的评价是人文社会科学繁荣发展的必要条件之一。本文在现行基地评价工作的基础上，将重点集中在对基地的科研效率进行分析，通过构建基地效率评价的指标体系，使用三阶段数据包络分析（DEA）对重点研究基地的资源使用状况进行评估，以期为相关科研管理部门对基地的后续建设投入提供决策依据与参考。 本文首先介绍了研究背景、目的以及研究框架；其次在现行的基地评价方案与指标体系的基础上，综述国内外相关的研究成果，对科研评价、科研效率等相关概念以及相关理论进行梳理，介绍了典型的效率测算模型，确定了本文研究方法；然后，通过总结分析评价指标选取原则与筛选标准，借鉴教育部学科指标体系、TTSCP智库指标体系、第四次重点研究基地评价体系以及相关文献的指标，考虑数据的可得性、使用定性与定量相结合的指标筛选方法，构建重点研究基地效率评价指标体系；接着在效率指标体系的基础上，从投入与产出两大方面介绍了我国153所重点研究基地的发展现状，运用三阶段DEA模型，结合第四次重点研究基地的真实评价数据，消除环境因素与随机干扰的影响，获取能更加准确反映实际的基地投入产出效率值，并使用超效率DEA获取基地的相对效率排名。从调整之后的效率值来看，其中有60所基地达到了生产有效前沿面，各基地的效率值有明显的变化；此外，从原排名、学术片、地区三个角度对基地现阶段的发展情况进行探讨与分析；最后基于实证分析结果从政府、相关部门以及基地三个角度提出针对性的发展与管理建议，并对本研究的创新点与不足进行总结。
英文摘要：	Humanities & Social Sciences are an indispensable part of the whole scientific system and are of great significance to the development and progress of human society. The Key Research Base of Humanities & Social Sciences is an important platform to give full play to the national scientific research resources, improve the transformation efficiency of scientific research achievements, stimulate the scientific research vitality of Humanities & Social Sciences, and accelerate the construction of the humanities and social sciences system with China characteristics. There-fore, a scientific and reasonable evaluation of the Key Research Bases is one of the necessary conditions for the prosperity and development of Humanities & Social Sciences. On the basis of the current base evaluation, this thesis focuses on the analysis of the scientific research efficiency of the base, constructs the index system of the base efficiency evaluation, and uses three-stage data envelopment analysis (DEA) to evaluate the resource utilization of the Key Research Bases, in order to provide decision-making basis and reference for the relevant scientific research management departments to invest in the subsequent construction of the bases. This thesis first introduces the research background, purpose and research framework; Secondly, on the basis of the current base evaluation scheme and index system, this thesis summarizes the relevant research results at home and abroad, sorts out the related concepts and theories such as scientific research evaluation and scientific research efficiency, introduces the typical efficiency calculation model, and determines the research method of this thesis; Then, by summarizing and analyzing the selection principles and screening criteria of evaluation indicators, drawing lessons from the subject index system of the Ministry of Education, TTSCP think tank index system, the fourth Key Research Base evaluation system and related literature indicators, considering the availability of data, using qualitative and quantitative index screening methods to construct the efficiency evaluation index system of the Key Research Bases; Then, based on the efficiency index system, this thesis introduces the development status of 153 bases in China from two aspects: input and output. By using the three-stage DEA model and combining the real evaluation data of the fourth Key Research Base, eliminating the influence of environ-mental factors and random interference, and the input-output efficiency value of the base can be more accurately reflected, and the relative efficiency ranking of the base can be obtained by using super-efficiency DEA. From the adjusted efficiency value, 60 bases have reached the effective frontier of production, and the efficiency value of each base has changed obviously; In addition, the development of the base at this stage is discussed and analyzed from the original ranking, academic films and regions. Finally, based on the results of empirical analysis, this thesis puts forward targeted development and management suggestions from three angles: the government, relevant departments and the base, and summarizes the innovations and shortcomings of this study.
